Subject: Learning with skewed class distributions

I'm looking for pointers to classification work dealing with skewed
distributions, where one class is more prevalent than another in an
instance population.  Specifically:

- Are any ML techniques designed to be effective with skewed distributions?

- Has anyone analyzed how algorithms perform when they're trained on one
  distribution and tested on another?

- Does any work combine distribution sensitivity with cost sensitivity?

I'm especially interested in ML work, but I'd also like to hear about
relevant work in statistics and computational learning theory.

                           Machine Learning 

                           Special Issue on
                   Applications of Machine Learning
                 and the Knowledge Discovery Process
				   
	    Guest editors: Ronny Kohavi and Foster Provost

   With the explosion in size of business and scientific databases
   (VLDBs), the opportunities and pressure to mine the data and make
   novel discoveries have increased dramatically.  For many problems,
   basic statistical summaries are not sufficient and there is a clear
   and recognized need for solutions involving a machine learning
   component. For example, modern businesses constantly seek to gain
   competitive advantage by tailoring actions to different customer
   segments and avoiding the trap of targeting the "average customer."

   This special issue of the journal Machine Learning will be dedicated
   to papers describing work in which machine learning technologies have
   been applied to solve significant real-world problems.  In particular,
   it will focus on the application of Machine Learning technology, the
   simplifying assumptions that *cannot* be made in a real-world
   application, and the processes that are involved in going from the raw
   data to the final knowledge that decision makers seek.


                  --------------- Scope ---------------

   High quality, original papers that address applications of machine
   learning technologies to significant, real-world problems are
   solicited.  Authors are required to describe the papers' scientific
   contributions clearly.  We actively solicit papers that address
   contributions not normally published in the machine learning
   literature, including (but not limited to):

   - - Applications of machine learning to real-world significant problems:
     successes, failures, limitations, and lessons learned.

   - - The knowledge discovery process: it is estimated that only
     20% of the overall process is spent on running machine
     learning algorithms.  What other things were done?  What
     lessons were learned? Which parts of the overall process could be
     improved and perhaps automated?

   - - A novel solution to a non-trivial _class_ of applications.  Such a 
     paper would include: a description of the class of applications,
     detailing why they are different from previously solved
     applications; an "existence proof" on one member of the class;
     and a solid argument as to the generality of the solution for
     the class of applications.

   - - The identification of a number of assumptions normally made within
     machine learning research that cannot be made for this application,
     and a thorough description of how they were addressed (simultaneously)
     to engineer a working solution.

   - - A principled study of the relaxation of important assumptions
     necessary for the solution to the problem.

   - - Novel uses of existing algorithms and modifications
     to broaden their scope and overcome limitations and assumptions
     that hinder their use in real applications.


   Authors should address the following issues, when relevant:

   - - The real-world problem and its formulation as a machine learning
     task.  How significant was the problem?
   - - Who are the users of the learned knowledge?  Who "paid" for the work? 
     How did their requirements constrain the knowledge discovery effort? 
     How was success to be determined and was the expected
     payoff estimated in advance?  
   - - The data selection process.  Was a sampling process used or were all 
     the data used?  What were reasons for limiting the amount of data 
     (resource constraints, simplicity of result, learning curve flattened 
     early)?
   - - Data transformations.  How were the raw data transformed into
     formats suitable for existing algorithms?  What processes were required,
     why were certain transformations done, and were others tried?
     Examples: data cleaning, missing values, data transformations,
     aggregrations, group signatures/profiles,  denormalization,
     and feature construction.
   - - Why were specific algorithms chosen, and which others were tried?
   - - What role did background knowledge play and how has it affected
     the process?
   - - What were the post-processing operations?  How were the results
     explained to users (visualizations, dimensionality reduction,
     explanations, what-if scenarios, sensitivity analyses)?
   - - How did the results affect the target users?  Was the mining done
     repeatedly, or was this a one-shot task?  Was the learned knowledge
     or the learning system fielded and integrated in other processes?

   The contribution of each paper should be sufficient to lay the
   groundwork for future work on the topic.  Future applied work can
   build on the initial solutions described; future academic work can
   explore the exposed assumptions in depth and provide more principled
   solutions.  We encourage authors to suggest "challege problems" for
   future academic work.  For example, can a useful "transformation
   language" be developed in a manner similar to the role relational
   calculus has served for relational databases?

   We hope that by providing the machine learning community with such a
   forum, we can stimulate the applied/academic cycle that is important
   for the healthy growth of a scientific field.

   The Machine Learning journal is published by Kluwer Academic
   Publishers.  Electronic submissions are ENCOURAGED; postscript copies

Over the past decade or so, neural computation has emerged as a research
area with active involvement by researchers from a number of different
disciplines, including computer science, engineering, mathematics,
neurobiology, physics, and statistics.  Interdisciplinary collaboration
and exchange of ideas has often led us to address research issues in this
area from different perspectives.  Consequently, some interesting new
paradigms and results have become available to the field and have
contributed significantly to the strengthening of its theoretical
foundations.

This workshop, to be held in the Hong Kong University of Science and
Technology located at the scenic Clear Water Bay, is intended to bring
together researchers from different disciplines to review the current
status of neural computation research.  In particular, theoretical
studies of the following themes will be given special emphasis:

    Neuroscience
    Computational and Mathematical
    Statistical Physics

While the focus of this workshop is on theoretical aspects, the impact of
recent theoretical advances to applications and the novel application of
theoretical results to real-world problems will also be covered.  Moreover,
as an important objective of the workshop, future research directions and
topics that have strong interdisciplinary nature will be explored.

Conference on Machine Learning (ICML'97) which will be held Tuesday,
July 8 through Saturday, July 12.  We anticipate a lively program
including oral presentations, posters, a number of invited speakers
and a half day of tutorials (jointly organized with ICML).

We invite papers in all areas that relate directly to the analysis of
learning algorithms and the theory of machine learning.  Some of the
issues and topics that have been addressed in the past include:

  * design and analysis of learning algorithms;
  * sample and computational complexity of learning specific model
    classes;
  * frameworks modeling the interaction between the learner, teacher
    and the environment (such as learning with queries, learning
    control policies and inductive inference);
  * learning using complex models (such as neural networks and
    decision trees);
  * learning with minimal prior assumptions (such as mistake-bound
    models, universal prediction, and agnostic learning).

We strongly encourage submissions from all disciplines engaged in
research on these and related questions.  Examples of such fields
include computer science, statistics, information theory, pattern
recognition, statistical physics, inductive logic programming,
information retrieval and reinforcement learning.  We also encourage
the submission of papers describing experimental results that are
supported by theoretical analysis.

ABSTRACT FORMAT:

The extended abstract should consist of a cover page with title,
authors' names, postal and email addresses, and a 200-word summary.
The body of the abstract should be no longer than 10 pages with at
most 35 lines per page, at most 6.5 inches of text per line, and in
12-point font.  If the abstract exceeds 10 pages, only the first 10
pages may be examined.  The extended abstract should include a clear
definition of the theoretical model used and a clear description of
the results, as well as a discussion of their significance, including
comparison to other work.  Proofs or proof sketches should be
included.


PROGRAM FORMAT:

All accepted papers will be presented orally, although some or all
papers may also be included in a poster session.  At the discretion of
the program committee, the program may consist of both long and short
talks, corresponding to longer and shorter papers in the proceedings.
By default, all papers will be considered for both categories.
Authors who DO NOT want their papers considered for the short
category should indicate that fact in a cover letter.

The effective handling of uncertainty is critical in designing,
understanding, and evaluating computational systems tasked with
making intelligent decisions. For over a decade, the Conference on
Uncertainty in Artificial Intelligence (UAI) has served as the
central meeting on advances in methods for reasoning under
uncertainty in computer-based systems. The conference is the
annual international forum for exchanging results on the use of
principled uncertain-reasoning methods to solve difficult challenges
in AI. Theoretical and empirical contributions first presented
at UAI have continued to have significant influence on the
direction and focus of the larger community of AI researchers.

The scope of UAI covers a broad spectrum of approaches to automated
reasoning and decision making under uncertainty.  Contributions to
the proceedings address topics that advance theoretical principles or
provide insights through empirical study of applications. Interests
include quantitative and qualitative approaches, and traditional as
well as alternative paradigms of uncertain reasoning.  Innovative
applications of automated uncertain reasoning have spanned a broad
spectrum of tasks and domains, including systems that make autonomous
decisions and those designed to support human decision making through
interactive use.

We encourage submissions of papers for UAI-97 that report on advances
in the core areas of representation, inference, learning, and
knowledge acquisition, as well as on insights derived from building 
or using applications of uncertain reasoning.  

We also call for submissions of statements of open problems of wide
interest for a discussion in a plenary session (see details below).

Papers submitted for review should represent original, previously
unpublished work (details on policy on submission uniqueness are
available at the UAI 97 www homepage).  Submitted papers will be
evaluated on the basis of originality, significance, technical
soundness, and clarity of exposition.  Papers may be accepted for
presentation in plenary or poster sessions. All accepted papers will
be included in the Proceedings of the Thirteenth Conference on
Uncertainty in Artificial Intelligence, published by Morgan Kaufmann
Publishers. An outstanding student paper will be selected for special
distinction.

Submitted papers must be at most 20 pages of 12pt Latex article style
or equivalent (about 4500 words).  See the UAI-97 homepage for

                   SUBMISSION OF CHALLENGING PROBLEMS

This year we plan to hold an experimental plenary session entitled
"Challenging Problems in Uncertain Reasoning" to discuss critical open
problems.  We request that interested researchers submit a description
of a critical open problem of wide interest that they consider
relevant to UAI (according to the guidelines for regular papers).  The
submission should include a clear unambiguous statement of the
problem, ideas on possible solutions, and a survey of the relevant
literature where applicable. The statement should be no more than four
pages in length. Problems selected by the program chairs will be
presented in a plenary session.  For each problem selected, the author
will give a concise presentation of the problem and its prospective
solutions.  Following the brief presentations, there will be open
discussion of the problem and potential solutions with the entire
audience.  Although the Challenging Problems will not appear in the
proceedings, proposals will be posted on the UAI '97 web pages by May
15 to allow participants to study them and to interact with the
authors.

                      POSTDOCTORAL RESEARCH ASSOCIATE
                  IN NEURAL MODELING OF VISUAL PERCEPTION

             at the University of North Carolina at Chapel Hill


A short-term postdoctoral position is available in neural modeling of visual
perception, in Dr. Jonathan Marshall's research group at UNC-Chapel Hill.
The group's research focuses on intermediate-level visual motion perception,
surface appearance perception, object perception, binding and grouping, and
depth perception.  The opening is the 2nd postdoctoral position in a
research group that includes one faculty member, one postdoc, and four PhD
students.

The postdoc will develop and implement computational simulations of neural
models of visual mechanisms involved in perception of surface brightness and
transparency, depth, motion, and other aspects of visual and neural
processing.  The postdoc will also work on developing relative-motion
algorithms for image processing tasks in object detection, image
stabilization, scene segmentation, and invariant object representation.  The
postdoc may also have opportunities to develop and run visual psychophysics
experiments on motion perception and stereopsis.  The project includes work
on adaptation and self-organization processes that may guide the development
and maintenance of such neural mechanisms in human and animal brains.  The
postdoc will collaborate with other members of the research group.

The position requires very good programming skills and (ideally) some image
processing and/or neural simulation experience.  Experience with visual
psychophysics or visual neurophysiology would be a plus.

The position is available immediately and is funded for 6 or more months.
Because the position is short-term, it might be ideal for a new PhD who
needs interim funding before starting another position in the Summer or
Fall.  Salary is competitive.

PURPOSE

The purpose of the Conference is to bring together, from universities and
corporations, academics and professionals, researchers and consultants,
scientists and engineers, theoreticians and practitioners, all over the world
to discuss themes of the conference and to participate with original ideas or
innovations, knowledge or experience, theories or methodologies, in the areas
of Systemics, Cybernetics and Informatics (SCI).
Systemics, Cybernetics and Informatics (SCI) are being increasingly related
to each other and to almost every scientific discipline and human activity.
Their common transdisciplinarity characterizes and communicates them,
generating strong relations among them and with other disciplines. They
interpenetrate each other integrating a whole that is permeating human
thinking and practice. This phenomenon induced the Organization Committee to
structure SCI'97 as a multiconference where participants may focus on an
area, or on a discipline, while maintaining open the possibility of attending
conferences from other areas or disciplines. This systemic approach
stimulates cross-fertilization among different disciplines, inspiring
scholars, generating analogies and provoking innovations; which, after all,
is one of the very basic principles of the systems movement and a fundamental
aim in cybernetics.


BACKGROUND

The success achieved in ISAS'95 (Information Systems Analysis and Synthesis)
held in Baden-Baden (Germany), symbolized by the award granted by the
International Institute for Advanced Studios in Systems Research and
Cybernetics (Canada), as the best and largest symposium at the 5th
International Conference on Systems Research, Informatics and Cybernetics,
encouraged its sponsors and session chairs to organize ISAS '96 at Orlando and
prepare a more general Conference on Systemics, Cybernetics and Informatics
(SCI '97) at Caracas (Venezuela). The widely acknowledged success of ISAS'96
(held on July 22-26 at Orlando) by means of spontaneous verbal feedback and a
written comprehensive evaluation from 143 authors, of high quality papers,
from 32 countries, galvanized the Program and Organizing Committees to make a
definitive commitment to organize SCI'97 and ISAS '97 at Caracas, in July
7-11, 1997. Many Program and Organizing Committees members from past
international and world conferences are joining us for SCI '97 and ISAS'97,
including most of those who organized the World Conference on Systems
Sponsored by UNESCO and the United Nations' World Federation of Engineering
Organizations (WFEO). We are still looking for more organizational support
from experienced scholars, consultants, practitioners, professionals and

The IEEE Control Systems Society Conference on Decision and Control 
(CDC) is the annual meeting of the IEEE Control Systems Society,

Management Sciences (INFORMS). The thirty-sixth CDC will be held

A special session on adaptive behavior in animats is to be organized within
the IASTED International Conference on Intelligent Information Systems.

Research on adaptive behavior in animats is focussed on the the modeling
and creation of complete animal-like systems, which - however simple at 
the moment - may be one of the best routes to understanding intelligence
in natural and artificial systems. 

Papers are sought on well-defined models, computer simulations, or robotics
demonstrations that help characterize and compare various organisational 
principles or architectures capable of inducing adaptive behavior in real
animals or synthetic agents. 

Contributions are welcome on any of the following topics provided that
they take the perspective of adaptive behavior in animats:

The length of each manuscript including figures should be limited to 
15 pages typed double-spaced using font size 12. Each manuscript should

list of five keywords. The final revised camera-ready manuscript including 
the signed transfer of copyright form must be received by the Chairman of 
the Conference no later than June 15, 1997. 

The conference is self-supported by the registration fee of each participant.
Payment of registration fee is a requirement for the manuscript to be 
included in the Proceedings of the Conference, which will be published by 
IEEE Press and distributed worldwide.

It would be desirable if computers could solve problems without 
the need for a human to write the detailed programmatic steps.  
That is, it would be desirable to have a domain-independent 
automatic programming technique in which "What You Want Is What 
You Get" ("WYWIWYG"  pronounced "wow-eee-wig").  Genetic 
programming is such a technique. This paper surveys three recent 
examples of problems (one from the field of cellular automata and 
two from the fields of molecular biology) in which genetic 
programming evolved a computer program that produced results that 
were slightly better than human performance for the same problem.  
This paper then discusses a fourth problem in greater detail and 
demonstrates that a design for a low-distortion 96 decibel op amp 
(including both topology and component sizing) can be evolved 
using genetic programming.  The information that the user must 
supply to genetic programming consists of the parts bin 
(transistors, resistors, and capacitors) and the fitness measure 
for the major operating characteristics of an op amp.

Most practical electrical circuits contain modular substructures 
that are repeatedly used to create the overall circuit. Genetic 
programming with automatically defined functions and architecture-
altering operations successfully evolved a design for a two-band 
crossover (woofer and tweeter) filter with a crossover frequency 
of 2,512 Hz.   Both the topology and the sizing (numerical values) 
for each component of a the circuit were evolved.  In the evolved 
circuit, three different electrical substructures were used; one 
was invoked five times; and one was invoked as part of a 
hierarchy; and one substructure was invoked with different 
numerical arguments so that different numerical component values 
were assigned to the substructure's components.

Genetic programming is an automatic programming technique for evolving 
computer programs that solve (or approximately solve) problems.  Starting with 
a primordial ooze of thousands of randomly created computer programs, a 
population of programs is progressively evolved over many generations using 
the Darwinian principle of survival of the fittest, a sexual recombination 
operation, and occasional mutation.   

The first annual genetic programming conference in 1996 featured 15 tutorials, 
2 invited speakers, 3 parallel tracks, 73 papers, and 17 poster papers in 
proceedings book, and 27 late-breaking papers in a separate book distributed

8, 1997.  Papers are to be in single-spaced, 10-point type on 8 1/2" x 11"

that this new format for submitted papers is intended to resemble that for the 
final camera-ready GP-97 papers.   A4 paper may be used, but not e-mail or

A two-day intensive Tutorial on Advanced Learning Methods will be held
on December 14 and 15, 1996, at Loews Hotel, Santa Monica, CA.  Space
is available for up to 50 participants for the course.

The course will provide an in-depth discussion of the large collection 
of new tools that have become available in recent years for developing 
autonomous learning systems and for aiding in the analysis of complex 
multivariate data.  These tools include neural networks, hidden Markov 
models, belief networks, decision trees, memory-based methods, as well 
as increasingly sophisticated combinations of these architectures.  
Applications include prediction, classification, fault detection, 
time series analysis, diagnosis, optimization, system identification 
and control, exploratory data analysis and many other problems in
statistics, machine learning and data mining.

The course will be devoted equally to the conceptual foundations of 
recent developments in machine learning and to the deployment of these 
tools in applied settings.  Case studies will be described to show how 
learning systems can be developed in real-world settings.  Architectures 
and algorithms will be presented in some detail, but with a minimum of 
mathematical formalism and with a focus on intuitive understanding.  
Emphasis will be placed on using machine methods as tools that can 
be combined to solve the problem at hand.

WHO SHOULD ATTEND THIS COURSE?

The course is intended for engineers, data analysts, scientists,
managers and others who would like to understand the basic principles
underlying learning systems.  The focus will be on neural network models 
and related graphical models such as mixture models, hidden Markov 
models, Kalman filters and belief networks.  No previous exposure to 
machine learning algorithms is necessary although a degree in engineering 
or science (or equivalent experience) is desirable.  Those attending 
can expect to gain an understanding of the current state-of-the-art 
in machine learning and be in a position to make informed decisions 
about whether this technology is relevant to specific problems in 
their area of interest.

generalized linear models; multilayer networks; recurrent networks; 
weight decay, regularization and committees; optimization methods; 
active learning; applications to prediction, classification and control

Graphical models: Markov random fields and Bayesian belief networks;
junction trees and probabilistic message passing; calculating most 
probable configurations; Boltzmann machines; influence diagrams; 
structure learning algorithms; applications to diagnosis, density 
estimation, novelty detection and sensitivity analysis

Clustering; mixture models; mixtures of experts models; the EM 
algorithm; decision trees; hidden Markov models; variations on 
hidden Markov models; applications to prediction, classification 
and time series modeling

Subspace methods; mixtures of principal component modules; factor 
analysis and its relation to PCA; Kalman filtering; switching 
mixtures of Kalman filters; tree-structured Kalman filters; 
applications to novelty detection and system identification

Approximate methods: sampling methods, variational methods; 
graphical models with sigmoid units and noisy-OR units; factorial 
HMMs; the Helmholtz machine; computationally efficient upper 
and lower bounds for graphical models

This two-day course will give a detailed overview of statistical
models for regression and classification. Known as machine-learning in
computer science and artificial intelligence, and pattern recognition
in engineering, this is a hot field with powerful applications in
science, industry and finance.

The course covers a wide range of models, from linear regression
through various classes of more flexible models, to fully
nonparametric regression models, both for the regression problem and
for classification. Although a firm theoretical motivation will be
presented, the emphasis will be on practical applications and
implementations. The course will include many examples and case
studies, and participants should leave the course well-armed to tackle
real problems with realistic tools. The instructors are at the
forefront in research in this area.

After a brief overview of linear regression tools, methods for
one-dimensional and multi-dimensional smoothing are presented, as well
as techniques that assume a specific structure for the regression
function. These include splines, wavelets, additive models, MARS
(multivariate adaptive regression splines), projection pursuit
regression, neural networks and regression trees.

The same hierarchy of techniques is available for classification
problems. Classical tools such as linear discriminant analysis and
logistic regression can be enriched to account for nonlinearities and
interactions. Generalized additive models and flexible discriminant
analysis, neural networks and radial basis functions, classification
trees and kernel estimates are all such generalizations. Other
specialized techniques for classification including nearest-neighbor
rules and learning vector quantization will also be covered. 

Apart from describing these techniques and their applications to a
wide range of problems, the course will also cover model selection
techniques, such as cross-validation and the bootstrap, and diagnostic
techniques for model assessment.

Software for these techniques will be illustrated, and a comprehensive
set of course notes will be provided to each attendee.

			   THE INSTRUCTORS

Professor Trevor Hastie of the Statistics and Biostatistics
Departments at Stanford University was formerly a member of the
Statistics and Data Analysis Research group AT & T Bell
Laboratories. He co-authored with Tibshirani the monograph Generalized
Additive Models (1990) published by Chapman and Hall, and has many
research articles in the area of nonparametric regression and
classification. He also co-edited the Wadsworth book Statistical
Models in S (1991) with John Chambers.

Professor Robert Tibshirani of the Statistics and Biostatistics
departments at University of Toronto is the most recent recipient of
the COPSS award - an award given jointly by all the leading
statistical societies to the most outstanding statistician under the
age of 40.  He also has many research articles on nonparametric
regression and classification. With Bradley Efron he co-authored the
best-selling text An Introduction to the Bootstrap in 1993, and has
been an active researcher on bootstrap technology for the past 11
years.

connections between them. Although the framework and  the
ultimate   goal  of  these  fields  are  different,   the
theoretical  problems arising share many common  features

optimization(AC) = exploration exploitation dilemma (RL),
observability  and controllability(AC)  =  hidden  state,
perceptual    aliasing(RL),   etc   .).   Ideally,    the
contributions should discuss the current problems arising
in these fields from a theoretical point of view. In case
of  sufficient interest a panel discussion at the end  of
the session will be included.

Summaries on Adaptive Intelligent Control are   solicited 
for this session. Summaries should be sent to me and will 
be published in the proceedings.   After the   conference 
speakers may extend their summaries to full papers  which 
will go through the usual refereeing  process.   Accepted 
papers will be published as  journal  articles.  For more

A two-day intensive Tutorial on Advanced Learning Methods will be held
on December 14 and 15, 1996, at Loews Hotel, Santa Monica, CA.  Space
is available for up to 50 participants for the course.

The course will provide an in-depth discussion of the large collection 
of new tools that have become available in recent years for developing 
autonomous learning systems and for aiding in the analysis of complex 
multivariate data.  These tools include neural networks, hidden Markov 
models, belief networks, decision trees, memory-based methods, as well 
as increasingly sophisticated combinations of these architectures.  
Applications include prediction, classification, fault detection, 
time series analysis, diagnosis, optimization, system identification 
and control, exploratory data analysis and many other problems in
statistics, machine learning and data mining.

The course will be devoted equally to the conceptual foundations of 
recent developments in machine learning and to the deployment of these 
tools in applied settings.  Case studies will be described to show how 
learning systems can be developed in real-world settings.  Architectures 
and algorithms will be presented in some detail, but with a minimum of 
mathematical formalism and with a focus on intuitive understanding.  
Emphasis will be placed on using machine methods as tools that can 
be combined to solve the problem at hand.

WHO SHOULD ATTEND THIS COURSE?

The course is intended for engineers, data analysts, scientists,
managers and others who would like to understand the basic principles
underlying learning systems.  The focus will be on neural network models 
and related graphical models such as mixture models, hidden Markov 
models, Kalman filters and belief networks.  No previous exposure to 
machine learning algorithms is necessary although a degree in engineering 
or science (or equivalent experience) is desirable.  Those attending 
can expect to gain an understanding of the current state-of-the-art 
in machine learning and be in a position to make informed decisions 
about whether this technology is relevant to specific problems in 
their area of interest.

Overview of learning systems; LMS, perceptrons and support vectors; 
generalized linear models; multilayer networks; recurrent networks; 
weight decay, regularization and committees; optimization methods; 
active learning; applications to prediction, classification and control

Graphical models: Markov random fields and Bayesian belief networks;
junction trees and probabilistic message passing; calculating most 
probable configurations; Boltzmann machines; influence diagrams; 
structure learning algorithms; applications to diagnosis, density 
estimation, novelty detection and sensitivity analysis

Clustering; mixture models; mixtures of experts models; the EM 
algorithm; decision trees; hidden Markov models; variations on 
hidden Markov models; applications to prediction, classification 
and time series modeling

Subspace methods; mixtures of principal component modules; factor 
analysis and its relation to PCA; Kalman filtering; switching 
mixtures of Kalman filters; tree-structured Kalman filters; 
applications to novelty detection and system identification

Approximate methods: sampling methods, variational methods; 
graphical models with sigmoid units and noisy-OR units; factorial 
HMMs; the Helmholtz machine; computationally efficient upper 
and lower bounds for graphical models

The International Neural Network Society has established an Awards
Program to recognize INNS members who have made outstanding 
contributions in the field of Neural Networks.  Nominations for 
candidates are to be sought for the following categories:

The Hebb, Hemholtz and Gabor Awards.  Two awards, among the three, 
of $500 will be presented each year to senior members of INNS for 
outstanding contributions made in the field of Neural Networks.

Young Investigator Award.  Each year two awards of $250.00 will

		    Classification by  pairwise coupling

We discuss a strategy for polychotomous classification that involves
estimating probabilities for each pair of classes and then coupling the
estimates together. The coupling model is similar to the Bradley-Terry
method for paired comparisons. We study the nature of the class
probability estimates that arise, and examine the performance of the
procedure in real and simulated datasets.  Classifiers used include
linear discriminants, nearest neighbours, and the support vector
machine.

The 9-th Italian Workshop on Neural Nets (WIRN VIETRI-97) will 
take place in Vietri Sul Mare, Salerno ITALY, May 22-24, 1997.
The conference will bring together scientists who are studying 
several topics related to neural networks.
The three-day conference, to be held in the I.I.A.S.S., 
will feature both introductory tutorials and original, 
refereed papers, to be published by World Scientific Publishing. 
Papers should be 6 pages,including title, figures, 
tables, and bibliography. The first page should give keywords, 
postal and electronic mailing addresses, telephone and FAX numbers,
indicating oral or poster presentation.  
The camera ready format will be sent with the acceptation letter
of the referees.
Submit 3 copies and a 1 page abstract (containing keywords,
postal and electronic mailing addresses, telephone, and FAX numbers
with no more than 300 words) to the address shown (WIRN 97 c/o
IIASS). An electronic copy of the abstract should be sent to the
E-mail address below.
During the Workshop the "Premio E.R. Caianiello" will be assigned
to the best Ph.D. thesis in the area of Neural Nets and related
fields of Italian researchers. The amount is of 2.000.000 Italian Lire.
The interested researchers (with the Ph.D degree got in 1994,1995,1996 
until February 28 1997) must send 3 copies of a c.v. and of the thesis
to "Premio Caianiello" WIRN 97 c/o IIASS before February 28,1997.
It is possible to partecipate to the prize at most twice.

articles in the area of intelligent robotics. We welcome submissions
describing applied work utilizing traditional AI, neural networks,
fuzzy logic, reinforcement learning, or any other technique relevant
to the main themes of the conference. Preference will be given to
papers describing work done on real robotic systems, though simulator
results will be acceptable when the potential applicability to real
robots is clear.

Submissions need to conform to the format specified for ICCIN'97:
summary papers shall not exceed 4 pages of 10-point font,
double-column, single-spaced text, (1 page minimum) with figures and
tables included.  Any summary exceeding 4 pages will be charged $100
per additional page.  Three copies of the summary are required by
November 15, 1996.  After acceptance, a deposit of $150 check must be
received by January 31, 1997, to guarantee the publication of the 4
pages summary in the Proceedings.  $150 can be deducted from
registration fee later.

SCOPE OF THE CONGRESS
The First World Congress on Intelligent Manufacturing Processes &
Systems
 (IMP&S) was organized by Prof. V.R. Milacic and took place in Puerto
 Rico, 
1995. It was a natural continuation of a number of activities
performed in the past ten years, e.g. the International Seminars on
Intelligent Manufacturing Systems organized in Dubrovnik in 1985, 1987
and 1989, and the International Workshops on Learning in Intelligent
Manufacturing Systems held in Budapest, 1991 and 1995.  The main
objective of the Congress is to provide a world forum to exchange
knowledge, experience, results and information related to various
aspects of the factory for the future as a challenging frontier for
manufacturing industry. The scope of the Congress covers
philosophical, scientific, technological and practical concepts
concerning research, development and realization of Intelligent
Manufacturing Processes and Systems, offering a unique opportunity for
experts to meet and exchange ideas in this highly relevant and
exciting field.

Papers and proposals for special sessions are solicited in the areas
listed in the topics of interest as well as in other areas within the
scope of IMP&S. Three copies of draft papers (max. 12 A4 or letter
size pages, single spaced, clearly indicating the name and full
mailing address of the corresponding author) should be submitted to
the IMP&S-97 Congress Secretariat. Please carefully follow Important
Dates.

PUBLICATION 
The Congress Proceedings will be available for the participants on the
spot. Issue on CD is also considered.

OFFICIAL LANGUAGE
The official language of the Congress is English with no simultaneous
translation.

HOST CITY AND VENUE
The Hungarian capital, Budapest, known as the ,Pearl of the Danube",
is a bustling city of over two million inhabitants. Its architecture
ranges from that left by the Romans to that of the present day.
Structures of historic character standing on streets with a medieval
atmosphere can be found as well as modern, well-planned, attractive
housing estates and commercial buildings developed in harmony with the
legacy of the past.

This ancient yet modern city in the heart of Europe has a pleasant
climate and is well accessible by plane, rail or car from all parts of
the world.

Accommodation from budget to luxury will be provided in hotels at/near

The focus of the session will be in the latest developments
of the state-of-the-art neurocontrol and evolutionary techniques. 
Today, many advanced intelligent control applications utilize 
methods like the above, and papers describing these are mostly
welcome. Theoretical discussions of how these techniques can be 
proved to be stable are also highly welcome.

Each paper will be published in the Proceedings of the IMACS'97 World
Congress. The accepted papers will be orally presented (25 minutes
each, including 5 min for discussion).

	Research Position, Kawato Dynamic Brain Project, JSTC

Postdoctoral research positions will be available April 1997 in Kawato
Dynamic Brain Project, a part of the Exploratory Research for Advanced
Technology (ERATO) program run by Japan Science and Technology
Corporation, a government sponsored agency.

The goal of this five year project (October 1996 - September 2001) is
to understand the brain mechanisms of human cognition and sensory-motor
learning to the extent that we can reproduce them as computer programs
and robotic systems.

Candidates must have strong background in mathematical, computational,
neurobiological, cognitive and/or robotic sciences, and should have
broad interests in one or more of the following research areas:

(1) Computational Neurobiology: models of cerebellum, basal ganglia
and cortical motor areas; dynamic computation in visual processing;
encoding of of hierarchical sequences in the brain (speech and songs);
learning of rhythmic and transient motor patterns (stand up to walk).

(2) Computational Psychology: process of visuo-motor coordinate
transformation and trajectory planning; objective functions for
natural biological motion; functional brain imaging (fMRI, PET, MEG);
human motor psychophysical experiments.

(3) Computational Learning: modular function approximation algorithms;
reinforcement learning in real time; principles of nonlinear dynamics
for perceptual-motor coordination; robot learning from human demonstration; 
building of a humanoid robot with dextrous arms and oculomotor systems; 
motor psychophysical experiments which compare robot and human behavior.

Research Institute International (ATR-I), where a considerably
multi-national, multi-lingual community has selforganized.

Applicants must have Ph.D. or equivalent degree. Appointments will be

This session will consist of invited and submitted papers in the area of
Neural Networks Applications for Monitoring Complex Systems. We welcome
submissions describing applied work utilizing neural networks, fuzzy logic,
AI, or any other techniques relevant to the main themes of ICNN'97.

SUMMARY: 
In recent years, extensive neural networks research has focused on the
problem of monitoring complex systems. Applications include condition-based
maintenance for complex machinery (e.g., in which mechanical systems are
monitored to determine their current state and predict their remaining
useful life), monitoring of industrial processes, and medical applications
such as health monitoring and diagnosis. These applications involve the need
for pattern recognition, non-linear predictive modeling, representation of
imprecise information, implicit approximate reasoning. A number of
researchers have investigated the application of neural networks to these
problems.  These applications have proven to be particularly challenging
because of such factors as poor observability (e.g., low signal-to-noise
ratios), the need to identify so-called rare events (e.g., failure events),
multiple time-scale phenomena, the need to recognize context-based changes
to operating conditions, and the general lack of available training
data. The applications provide both a showcase for demonstrating the utility
of neural networks, as well providing unique challenges whose solutions
require advances in neural network theory and practice. Realistic solutions
require a multi-disciplinary approach involving physical modeling of
non-linear systems and of sensor technologies, multi-sensor data fusion,
statistical signal processing, and artificial intelligence methods. The
solution of these application problems should have international societal
impacts including improved safety for mechanical systems, reduced costs, and
the potential for improved health care through semi-automated monitoring and
diagnosis. To date this rapidly evolving research has only been reported in
specialized conferences without wide recognition or attention. Research is
being performed in many countries including the U.S., Canada, Japan,
Australia, and many European countries. This special session is important
and timely and is intended to provide a forum where the international neural
network community as well as to the application community can present
mutually applicable and beneficial contributions. In addition, the session
would provide the international research community with access to data sets
for future neural network research.

PAPER SUMISSION: 
Submissions need to conform to the format specified for ICNN'97: 

Six copies (one original and five copies) of the paper must be submitted.
Papers must be camera-ready on 8 1/2 by 11 white paper, one-column format in
Times or similar font style, 10 points or larger with one inch margins on
all four sides. Do not fold or staple the original camera-ready copy. Four
pages are encouraged; however, the paper must not exceed six pages,
including figures, tables, and references, and should be written in
English. Submissions that do not adhere to the guidelines above will be
returned unreviewed.

Centered at the top of the first page should be the complete title, author
name(s), and postal and electronic mailing addresses. In the accompanying
letter, the following information must be included:
