     HAWAII INTERNATIONAL CONFERENCE ON SYSTEM SCIENCES - 29
                JANUARY 3 - 6, 1996, MAUI, HAWAII
                                                                  
Papers are invited for the minitrack on NEURAL NETWORKS IN BUSINESS
as part of The Information Systems track at the Hawaii
International Conference on System Sciences (HICSS).

Researchers and practitioners doing work in neural network
applications in the different functional areas of business such as
marketing, production, HRM, software engineering, finance,
accounting, health care, and law are invited to submit papers for
consideration for this minitrack at HICSS. Papers must focus on
applications in new areas, describe the methodology, lessons
learnt, and future research issues. Comparisons of neural network
performance to traditional models are also encouraged. The task
modeled must be important and relevant to business situations, the
data used real, and the implementation complete.

Instructions for submitting papers:

1. Submit 6 (six) copies of the full paper, consisting of 20-25   
   pages double-spaced including title page, abstract, references 
   and diagrams directly to either of the minitrack coordinators.

2. Do not submit the paper to more than one minitrack. Paper should 
   contain original material and not be previously published or
   currently submitted for consideration elsewhere.
                                                                 
3. Each paper must have a title page which includes the title, full 
   name of all authors, and their complete addresses including    
   affiliation(s), telephone numbers(s), and e-mail address(es).  

4. The first page of the paper should include the title and a    
   300-word abstract.

 MARCH 15, 1995: Abstracts may be submitted to minitrack
coordinators (or track coordinators) for guidance and indication of 
appropriate content. Authors unfamiliar with HICSS or who wish
additional guidance are encouraged to contact any coordinator to
discuss potential papers.                                         

JUNE 1, 1995: Six (6) copies of the full papers must be submitted
to the appropriate minitrack or track coordinators.     

AUG. 31, 1995: Notification of accepted papers mailed to authors. 
                                                                  
OCT. 1, 1995: Accepted manuscripts, camera-ready, sent to minitrack
coordinators. One author from each paper must be registered by this
time.                                        
                                                                  
NOV. 15, 1995: All other registrations must be received.
Registration received after this deadline may not be accepted due
to space limitations. Hotel reservations should also be made by
this time.                                                        

The "Neural Networks in Business" minitrack is part of the
Information Systems Track. There are two other major tracks in the
conference: software technology and Digital Documents. The
Information Systems Track itself has several minitracks that focus
on a variety of research topics in Collaboration Technology,
Decision Support and Knowledge-Based Systems, and Organizational

The focus of this workshop will be on the lesioning of neural network 
models to study disorders in neurology, neuropsychology and psychiatry. 
The goals of the workshop are:

     to evaluate current achievements and the possibilities
     for further advancement;

     to examine methodological modeling issues, such as limitations 
     of the networks currently employed, and the required computational
     properties of future models; and

     to make the material presented at the workshop available to the wider 
     audience of researchers interested in studying neural models of 
     brain disorders.

A Proceedings consisting of the abstracts of presentations will be available 
at the meeting, and a book of contributed chapters based on the workshop is 
under consideration.

Among the issues to be considered are the successes and limitations of 
current models of neurological, neuropsychological and psychiatric disorders.
What common methods have been identified? How can models of this sort be 
validated, and at what ``level of detail" should they be formulated? 
What topics seem amenable to future neural modeling, and what are barriers 
to further progress in this field? Finally, feedback on the workshop format 
and content will be solicited, and the interest and usefulness of holding 
similar workshops or more formal conferences in the future will be assessed.

Subject: Two Postdoctoral Positions

       TWO POSTDOCTORAL POSITIONS IN CEREBELLAR NETWORK MODELING

Two postdoctoral positions are available immediately to participate in an
ongoing collaboration on the use of realistic models of cerebellar cortical 
neurons and circuits to investigate cerebellar function.  A major objective 
of this collaboration is to construct a morphologically and physiologically 
realistic network model of the cerebellar cortex of the rat.  This network 
model is an extension of our previous efforts to construct realistic 
compartmental models of the principle cell types within cerebellum (see 
below).  The model itself is being constructed in the GENESIS simulation 
system, and involves the use of parallel supercomputers as computational 
engines.  The project is supported by the Human Frontier Science 
Organization.

Successful candidates will link modeling and physiology efforts in 
Dr. Bower's laboratory at the California Institute of Technology 
with the simulation-based research of Dr. De Schutter at the 
University of Antwerp (Belgium).   As the selected candidates will 
be expected to collaborate extensively with researchers at both sites, 
exchange visits and dual appointments will be provided.  Candidates should 
have computational neuroscience experience, preferentially with 
compartmental models or with the GENESIS software.  Candidates whose 
previous research combines both modeling and experimental physiology 
are particularly encouraged to apply.

Positions are available for 2 to 3 years, starting immediately.  
Salary commensurate with experience.  Funding is independent of
nationality.  Caltech is an equal opportunity employer.  Women and

WORKSHOP DESCRIPTION:
Perhaps  the    most  famous  criticism   of   traditional  Artificial
Intelligence  is  that   computer programs    use   symbols that   are
arbitrarily interpretable  (see Searle, 1980 for  the Chinese Room and
Harnad, 1990 for the symbol grounding problem). We could, for example,
use   the word "apple"  to  mean anything  from a  "common fruit" to a
"pig's nose". All the computer  knows is the relationship between this
symbol the others that  we have given it.  The  question is, how is it
possible to  move  from this notion  of  meaning, as the  relationship
between  arbitrary symbols, to   a notion of  "intrinsic" meaning.  In
other words,  how do we provide  meaning by grounding computer symbols
or representations in the physical world?

The  aim of this colloquium  is to  take a broad   look at many of the
important issues in relating machine intelligence  to the world and to
make accessible  some of  the   most recent  research  in  integrating
information   from  different modalities.    For   example, why is  it
important to have symbol or  representation grounding and what is  the
role of the emerging neural network technology?

One approach  has  been to   link  intelligence to  the sensory  world
through visual systems or robotic devices. Another approach is work on
systems that integrate information  from different modalities such  as
vision and language. Yet another approach has  been to examine how the
human brain  relates sensory, motor and  other  information.  It looks
like we may  be at long last  getting a handle  on the age old CHINESE
ROOM and SYMBOL GROUNDING problems.   Hence this colloquium has as its
focus, "grounding representations.

The colloquium will occur over one day and will focus on three themes:
(1) Biology and  development; (2) Computational  models and (3) Symbol
grounding.

The  target audience  of this colloquium  will   include Engineers and
Scientists  in    Neural  Networks  and     Artificial   Intelligence,
Developmental Psychologists,   Cognitive  Scientists, Philosophers  of
mind, Biologists and  all  of those  interested in the  application of
Artificial Intelligence to real world problems.

News from the Management Board and Technical Committee Meetings 
at Bonn, January 1995


Following a busy day reviewing papers for ECML95, on 9 January, 
the Committees convened the next day to consider a full day's 
business.

The Management Board discussed:

   Sample budgets and budget notes are available from Aberdeen 
to help people plan meetings and conferences.  If you are 
planning a meeting please contact Derek Sleeman or Davide 
Roverso.

   The Management Board agreed to provide up to 4,207 ECUs to 
support the administration of ECML95; additionally up to 54,500 
ECUs was approved to support the 1995 Familiarisation Workshops 
(the majority of this is to be spent on bursaries).

   The Management Board agreed in principle to provide up to 
5,000 ECUs to support ILP95, and up to 4,000 ECUs to support a 
joint Compulog/MLnet workshop.

   The Management Board approved an application from the 
Fraunhofer Institute in Berlin to join the network as an 
Associate node; the Technical University of Berlin will be 
associated with this node.

   The next set of meetings will be held at Heraklion in 
April.


Electronic Communication TC

   It was agreed that the Andrew File Server experiment should 
be discontinued as it appeared to add a great deal of systems 
overhead without a sizeable enhancement of functionality.  
Additionally it was agreed that MLnet (or at least some nodes 
as a pilot) would use the GroupSpace software being produced at 
GMD by the CSCW group lead by Dr Hoschka.  (More details of 
this will be included in a future issue of the Newsletter.)


Research Technical Committee

   The revised State of the Art document will be ready by the 
Spring of 1995.

   It was agreed that the call for proposals for ECML97 will 
be published in the newsletter (see Page 13), and the selection 
will be made in Heraklion.


Training Technical Committee

   David Cornwell reported that in Framework 4, the successor 
of the HC&M (Human Capital & Mobility) programme is named the 
TMR (Training and Mobility of Researchers) programme.  
Additionally, the IT Specific Programme assigns at least 2% of 
its funds (about 38MECUs) to training activities. Three sorts 
of programme-wide activities are presently under consideration:

1) project traineeships, rather the old HC&M institutional 
fellowships, but closely associated with ongoing Esprit 
projects.  A call is not expected before June 95;
2) a EUROCHIP-like activity, but in another technological 
domain where achieving a critical mass could have a multiplier 
effect. No call is expected before September 95;
3) ad hoc proposals.  The call was opened on 15 December 1994.

The TC then discussed how such training schemes could be linked 
to industrial needs.  It was agreed that we should prepare two 
separate proposals:

A) 1 to 3 years fellowships, not necessarily bound to a final 
qualification, and matching specific industrial needs with the 
appropriate academic skills.

B) PhD programme (4-5 years) at the home university and with 
training at a different node, with support for the student and 
the training institution.

Additionally, it is possible to submit other ad hoc proposals 
as the need arises, e.g. short courses.

Pan-European involvement in all these schemes would be 
essential.

ML Research at the Fraunhofer-Institute for Information and 
Data Processing 
and the Technical University of Berlin

The Fraunhofer-Gesellschaft is a non-profit organisation with 
45 institutes in Germany. The work of the institutes 
concentrates on effective transformation of research findings 
into economic processes and marketable products. The in-house 
research of the institutes is subsidised by public funding.

The Machine Learning group is part of the Branch Lab for 
Process Optimisation in Berlin (EPO) of the Institute for 
Information and Data Processing in Karlsruhe (IITB). This 
Branch Lab was formed in January 1992. 

The focal research fields consist in decision support systems, 
process measuring techniques and knowledge based signal 
processing, process diagnosis and control for conservation 
technology as one main application field. The permanent members 
of the ML group are Wolfgang Mller (head of the group), Mario 
Bleich, Barbara Schulmeister, Christel Wisotzki and Fritz 
Wysotzki (who was first head of the group). A couple of 
students join the group every year.

The activities of the group cover the development and 
application of machine learning algorithms in classification, 
prediction and control, in particular to learn concepts for the 
description of processes which cannot or can only partly be 
modelled mathematically. 

First, the development of different general learning 
algorithms: The decision tree learning algorithm CAL5 was 
especially designed for continuous attributes, i.e. it converts 
real-valued attributes into intervals using statistical 
considerations. The learning algorithm DIPOL is a combination 
of a statistical part with a learning procedure typical for 
neural nets, and constructs an optimised piecewise linear 
classifier.
Second, the development of specific learning algorithms: the 
time series classification package TSC includes the 
approximation of time series by elementary functions, kNN-
classification, prototype-classification, generalised 
prototype-classification and classification of symbol strings.
Third, because of the background in the Fraunhofer-
Gesellschaft, the group is not confined in basic research 
alone. Under contract research with companies the developed 
learning algorithms are used in real-world applications. 

The ML group was involved in the Esprit project StatLog (5160 - 
Comparative testing and evaluation of statistical and logical 
learning algorithms on large-scale applications to 
classification, prediction and control). The algorithms CAL5 
and DIPOL92 were two of the tested algorithms and, in 
comparison with the others, came out very well.

The ML group was one of the partners in the joint project 
"Knowledge Based Monitoring and Control" (WISCON) supported by 
the German Federal Ministry for Research and Technology. It 
focussed on the combination of model knowledge, empirical 
knowledge and learning algorithms for high water prediction and 
the water running control of dams. Furthermore, machine 
learning algorithms are used for knowledge acquisition to 
complete the rule base of an expert system under an industrial 
contract.


One of the main faculties of the Technical University of Berlin 
is the Department of Computer Science with a wide range of 
teaching and research. The Artificial Intelligence Research 
Group started working in January 1994 and puts its emphasis on 
the theoretical foundations as well as on industrial 
applications of modern machine learning methods. 

Members of the AI Research Group are Fritz Wysotzki (full 
professor of computer science), Ute Schmid, Peter Geibel,  
Kristina Schdler and Tobias Scheffer. The activities of the 
group cover the following topics.

In learning relational concepts, the group concentrates on 
employing graph theoretical methods to
overcome drawbacks of current inductive logic programming 
approaches like the identification problem for alphabetic 
variants. The relational learning system CRS is already 
implemented. 

Another approach to relational learning is the induction of
hierarchical sets of rules. A system is developed, that learns 
classification rules for objects being represented by graphs as 
well as for real-valued feature vectors. The algorithm will be 
connected with a neural network learning algorithm.

When learning  a context dependent classifier for nodes in a 
graph, one has to consider elementary attributes of the node as 
well as properties of the whole graph. The induction algorithm 
increases the considered context depth iteratively and 
constructs a decision tree. Computational complexity is reduced 
by introducing complex features. 

A further  topic is the development of hybrid learning 
algorithms, where the structure matching task is intended to be 
done by using artificial neural WTA-networks. This approach 
yields efficient matching and classification algorithms, which 
are based on parallel and complete structure matching with 
prototypes. 

The research on program synthesis combines inductive approaches 
with hierarchical planning and learning by analogy. 
Hierarchical planning provides an example computation. This 
example computation is input to an induction system, that 
induces a recursive program scheme. Generalizing these program 
schemes results in the abstract representation of classes of 
programs. These abstract program schemes can be used for the 
synthesis of new programs. 
 
The ML group is involved in the interdisciplinary research 
project Cognition and Context, that is supported by the 
Technical University of Berlin and combines psychological, 
linguistic and computer science approaches to achieve a deeper 
understanding of the influence of context in cognition. The 
group investigates the relationships between concrete (spatial) 
and abstract relations using a graph theoretical approach.

There is an intensive co-operation between both groups in most 
of the research activities.

Report on the MLnet Workshop onIndustrial Applications of 
Machine Learning  (ILWS'94)

The MLnet Workshop on Industrial Applications of Machine 
Learning was held in Dourdan (France) on September 2nd and 3rd, 
1994. The workshop attracted 40 participants from all over the 
world: six from France and the UK, five from Germany and Italy, 
three from Holland, two from Belgium, Croatia, and the USA, and 
one participant from Bulgaria, the Czech Republic, Greece, 
Poland, Portugal, Singapore, Slovenia, Sweden , and 
Switzerland. Proceedings of the event have been produced and a 
few of them are still available on request from lola@lri.fr.

The first day was devoted to a reviewing the applications of ML 
in Industry. The first talk, presented by Ivan Bratko (JSI, 
Ljubljana, Slovenia): "Applications of machine learning: what, 
why and how?" provided a historical account of the 
difficulties, and the early successes of ML. He described some 
of the applications of attribute-value learning systems, and 
showed how ILP can induce relational knowledge. Gregory 
Piatetsky-Shapiro (GTE, USA), speaking on "Knowledge discovery 
in databases: from research to development" presented this new 
field of KDD, its successes, and its difficulties. He described 
his system KEFIR, which is able to detect deviations from norm 
in a DB. The proceedings contain his transparencies, a 
selection of important KDD papers, a report on the workshop KDD 
93, and description of an application of KEFIR to health-care. 
Our last general talk has been about industrial applications of 
knowledge acquisition (KA) presented by Wilfried Achthoven 
(Bolesian Systems, NL) "The state of the art in knowledge 
acquisition: industrial practice with KADS, machine learning 
and case-based reasoning".

The afternoon was devoted to the description of three topic of 
interest in the context of industrial applications:
 
   "Applications of machine learning to robotics", by Attilio 
Giordana (University of Torino, Italy)
   "Unifying knowledge acquisition and machine learning for 
applications" by Franz Schmalhofer (DFKI, Kaiserslautern, 
Germany)
   "An overview of applications of machine learning to 
medicine", by Vassilis Moustakis (University of Crete, Greece)

The second day started with a special address on the British 
KDD product, Clementine, by Tom Khabaza (ISL, UK) "Data Mining 
with Clementine".
We had then a session in which the industrial results of three 
ESPRIT projects related to ML have been presented:

   "Industrial applications of MLT", by Vassilis Moustakis 
(University of Crete, Greece). 
   "Industrial applications of STATLOG", by Pavel Brazdil 
(University of Porto, Portugal)
   "The results of BLEARN", by Attilio Giordana (University of 
Torino, Italy); the robot in this lab is learning its way.

During the last session, specific results of interest were 
presented:

   "Applications of case-based reasoning", by Gend Kamp 
(University of Hamburg, 
   "Application of GAs at Syllogics", by Pieter Adriaans 
(Syllogics, NL) with a very professional video of CAPTAIN, 
their GA-Based system that learned to predict KLMUs pilots 
employment wishes.
   "Learning rules about VLSI-design", by Jurgen Herrmann 
(University of Dortmund, Germany) 

We ended this session by learning what is happening in ML at 
three important industrial sites by listening to Fabio 
Malabocchia (CSELT, Italy), Reza Nakhaeizadeh (Daimler-Benz, 
Germany), and Dinh Phuoc Vo (Matra Espace, France).

Report on the MLnet Summer School on Machine Learning and 
Knowledge Acquisition (MLSS'94)

The MLNet Summer School on Machine Learning and Knowledge 
Acquistion (MLSS'94) was held in Dourdan (France), September 
4th to 10th 1994, with the support of MLNet, CEC, French PRC-
IA, Universite Paris Sud, Sun France and INRIA. Its aim was to 
provide training in the latest developments in Machine Learning 
and Knowledge Acquisition to AI researchers, but also to 
industrials who are investigating possible applications of 
those techniques. About fifty persons attended MLSS'94. 

A section of MLSS'94 was dedicated to numerically oriented 
learning methods. W. Buntine gave a very detailed lecture about 
learning and probabilities. I. Bratko presented techniques for 
handling noise in  propositional learning systems that build 
decision trees or set of rules as well as in more recent 
Inductive Logic Programming systems. L. P. Kaelbling presented  
a survey on reinforcement learning.  

At the edge of numeric and symbolic learning techniques, A. 
Aamodt gave a state of the art overview of Case Based Reasoning 
and G. Bisson presented an overview of Conceptual Clustering 
methods and systems, both in a propositional and first order 
logic framework. 

The topic of revision of knowledge bases by learning techniques 
was addressed respectively by D. Sleeman, who focused on 
propositional systems and S. Wrobel who developed issues of 
revision in First Order Logic that may necessitate the creation 
of new predicates. Sleeman stressed the peculiar problems which 
arise in refining KBs for actual Expert System Shells.

Inductive Logic Programming (ILP) was the subject of three 
lectures. The first, by S. Muggleton, presented an introduction 
to Logic Programming, then an overview of ILP typical problems 
and of ILP systems developed during several years. He finally 
elaborated on challenges for ILP in terms of applications. The 
second lecture, by C. Rouveirol, mainly focused on the 
representation of control knowledge or bias in bottom up ILP 
learners. ILP allows for a neat formalisation of bottom-up 
learning, such that a specific algorithm can be expressed in 
terms of generic learning operators. Closing the ILP "day", F. 
Bergadano completed the previous lecture by an overview of ILP 
top down systems. 

Knowledge Acquisition was also represented at MLSS'94. B. 
Wielinga gave us highlights of the main results of KADS and 
Common KADS. M. Van Someren some days later reported some 
experiments and challenges for an active collaboration of 
Machine Learning and Knowledge Acquisition techniques.  

Collaboration among different learning techniques (solving and 
competing on the same problem, or collaborating on different 
subproblems towards the same learning goal) was addressed by L. 
Saitta in her lecture about multi-strategy architectures.

Report on the 8th European Knowledge Acquisition Workshop  
(EKAW'94)

The European Knowledge Acquisition Workshop (EKAW) is the prime 
forum for tracking the advances in the area of knowledge 
acquisition in Europe. It is complementary to the Japanese 
Knowledge Acquisition Workshop (JKAW) and the yearly Banff 
Knowledge Acquisition Workshop (KAW). The eight edition of EKAW 
was held in Hoegaarden near Brussels and confirmed the 
important trends of recent years. It also confirmed the depth 
and progress obtained in the area of methodology, formalisation 
of knowledge acquisition models, and practical application. In 
spite of such impressive results, it is often heard that up to 
now the knowledge-based direction has failed to deliver on its 
promises.  According to some it is even doubtful whether it 
ever had the potential of doing so. In view of this apparent 
impasse, EKAW'94 had set itself two main objectives.

The first objective was to demonstrate that work in the 
mainstream of knowledge acquisition is leading to useful 
results.  There are presently several systems available and in 
use that demonstrate the potential of knowledge technology. The 
state of the art in knowledge systems is far beyond the rule-
based model. The old knowledge extraction view has been 
replaced with a prominent modelling view. Knowledge level 
modelling, method configuration approaches, automated knowledge 
acquisition, knowledge standards, exchange, and reuse are now 
becoming reality. All of these help to overcome the complexity 
problems associated with building intelligent systems that up 
to now hampered widespread deployment of the technology.

The various papers and posters at EKAW'94 illustrated some of 
the finest recent results in this direction1. For example, some 
work reported on formalisation, comparison, and extensions to 
cooperative and multi-agent task settings.  Schreiber, 
Wielinga, Akkermans, Van de Velde, and Anjewierden ("CML: The 
CommonKADS Conceptual Modelling Language") summarize the major 
features of CML, which is a language at the core of the latest 
KADS developments.  Ruiz, van Harmelen, Aben, and van de 
Plassche ("Evaluating a Formal Modelling Language") give 
criteria for evaluating formal languages for knowledge level 
modelling and they apply these criteria to the language ML2.  
The paper of Fensel and Poeck ("A Comparison of Two Approaches 
to Model-based Knowledge Acquisition") gives a thorough 
comparison of two different approaches to model-based knowledge 
acquisition: the MIKE approach, influenced strongly by KADS, 
and the CRLM approach based on role-limiting methods. Dieng 
("Agent-Based Knowledge Acquisition") proposes a modelling 
framework that emphasizes the description of multiple agents, 
their roles, cooperation, and reasoning capabilities. This 
complements single agent modelling techniques with the aim of 
building cooperative and distributed knowledge systems.

On the other hand knowledge modelling frameworks are not 
unchallenged, as witnessed by two other papers.  Schmalhofer, 
Aitken, and Bourne ("Beyond the Knowledge Level: Descriptions 
of Rational Behaviour for Sharing and Reuse") put forward 
arguments against present trends in knowledge level modelling 
as a predictive framework. Instead they argue for behaviour 
descriptions of systems in a given context rather than 
performance prediction from knowledge and goals.  Compton, 
Preston, Kang, and Yip ("Local Patching Produces Compact 
Knowledge Bases") describe a series of experiments with real 
and artificial experts on the effectiveness of incremental 
local changes to a collection of ripple-down rules. To the 
extent that this works, it implies that knowledge-level models 
and functional architectures are not necessary.

Knowledge acquisition frameworks also serve as frameworks for 
reuse. When they are used by a substantial group of people, 
research can focus on an identification of generic components.  
Such efforts are now taking place: looking to identify generic 
task structures, problem solving methods, and also ontologies 
which can be reused across applications. For a long time now 
problem solving methods have been regarded as key reusable 
elements.  Breuker ("Components of Problem Solving and Types of 
Problems") gives a typology of tasks with the goal of 
identifying suitable problem solving methods.  This work fits 
within the KADS framework and is one of the cornerstones of the 
KADS expertise modelling library.  A thorough analysis of 
diagnostic problem solving resulting in the identification of 
generic problem solving methods is reported by Benjamins ("On a 
Role of Problem Solving Methods in Knowledge Acquisition  
Experiments with Diagnostic Strategies"), while Caamero 
("Modelling Plan Recognition for Decision Support") provides a 
detailed investigation of another class of problem solving 
methods, geared towards decision support.  Recently, ontologies 
are receiving attention as a means to facilitate reuse of 
complex components.  The contribution of van Heijst and 
Schreiber ("CUE: Ontology Based Knowledge Acquisition") shows 
how a better formalisation and structuring of ontologies can 
play a major role in streamlining further knowledge acquisition 
in the domain of medical systems.  Pirlein and Studer ("KARO: 
An Integrated Environment for Reusing Ontologies") also propose 
an extension of a methodological framework and its supporting 
environment in order to better support the identification of 
ontologies and their use in a knowledge acquisition project.  
At yet another level one is starting to investigate reuse of 
the knowledge acquisition process. Geldof and Slodzian ("From 
Verification to Modelling Guidelines") describe a set of 
reusable components for meta-projects, i.e., projects about 
knowledge engineering projects. They illustrate, using 
verification as a case-study, how a reflective implementation 
of a knowledge acquisition tool is used to capture and reuse 
knowledge engineering know-how.

But there are still gaps in current methodology, particularly 
in the areas of user modelling, verification, and validation. 
Several papers address these gaps.  Andrienko and Andrienko 
("AFORIZM Approach: Creating Situations to Facilitate Expertise 
Transfer") propose and demonstrate knowledge elicitation 
techniques based on the presentation of situations to induce 
the recollection and verbalisation of expertise.  These 
situations are generated by the use of spatial metaphors and 
graphic images.  Improvements of the MACAO methodology are 
described by Aussenac ("How to Combine Data Abstraction and 
Model Refinement: a Methodological Contribution in MACAO"). 
Concrete experiments on combining MACAO with elements of KADS 
lead to methodological guidelines on how to combine the 
detailed analysis of expert knowledge with the selection and 
adaptation of generic models. Brazier and Treur ("User Centered 
Knowledge Based System Design: a Formal Modelling Approach") 
focus on an area in knowledge level modelling that has, up till 
now, received less attention, namely the modelling of how the 
user perceives a system and therefore can interact with it.  
Tourtier and Boyera ("Validating at Early Stages with a Causal 
Simulation Tool") present an approach and a tool to capture and 
validate knowledge about the dynamics of a system. Their 
approach has the advantage of being applicable before the 
conceptual model has been operationalised.  Yost, Klinker, 
Linster, Marques, and McDermott ("The SBF Framework, 1989-1994: 
>From Applications to Workplaces") show that knowledge 
acquisition must be part of the larger context of analysing 
business processes.

Knowledge acquisition frameworks and methodologies can be used 
for a variety of purposes, some of which are less obvious than 
others. Major, Cupit, and Shadbolt ("Applying the REKAP 
Methodology to Situation Assessment") describe the application 
of their methodology to a problem of situation assessment, 
covering knowledge acquisition, design, and implementation 
aspects of system development.  Arcos  and Plaza ("Integration 
of Learning into a Knowledge Modelling Framework) describe 
NOOS, a reflective architecture allowing for the description 
and implementation of inference as well as learning components 
and, most importantly, their integration and combination. Along 
similar lines, although with greater focus on resolving issues 
in machine learning, Rouveirol and Albert ("Knowledge Level 
Model of a Configurable Learning System") describe the use of 
knowledge level models to configure learning algorithms and 
systems. Their approach makes explicit the alternatives in 
algorithms and biases. Automated (re-)configuration of 
applications is also the topic of Stroulia and Goel 
("Reflective, Self-Adaptive Problem Solvers"). They describe a 
reflective system capable of identifying gaps in its knowledge 
and redesigning its own task structure.

After each paper presentation commentators provided interesting 
perspectives on the work. The idea of commentators was highly 
appreciated and it worked very well, in particular because they 
had been carefully chosen for each individual paper. Several 
posters were presented during the breaks. With every coffee 
break a group of three selected posters was focussed on. This 
scheme was fine, although we felt it could be improved by 
allowing a 1 minute presentation of the poster before the 
break. Finally, there was a lot of equipment on site which 
allowed for many demonstrations, often extending beyond the 
allotted time.

As for its second objective, EKAW'94 wanted to put the 
knowledge acquisition enterprise in a broader context. This new 
context derives from the new perspectives on knowledge that are 
being developed within Knowledge Acquisition and in other areas 
of Artificial Intelligence or other sciences. For example from 
linguistics, philosophy of science, learning science, 
psychology, and sociology one learns how knowledge can be 
viewed as a social phenomenon, ever evolving and situation 
specific.  This is often seen as an argument against the 
feasibility of knowledge-based approaches. However, at the same 
time technological developments in hypermedia and networking 
are providing us with new tools to explore exactly these 
issues. These developments offer new opportunities for 
different and unexplored uses of knowledge technology that are 
beginning to shape a new future for knowledge engineering.

   New uses: in the last few years knowledge acquisition has 
focussed on consolidation of research results, in part by 
developing more applications. However, developments in business 
management and sociology indicate new opportunities for the 
techniques that we now master. In particular business process 
re-engineering, knowledge management, and social learning are 
hot topics and crucial features of successful organisations in 
the future. This is the case for European organisations in 
particular, since the larger European market requires ever 
greater flexibility and adaptability. The knowledge engineering 
community contributes to this with its particular view on the 
business process, namely the knowledge perspective.  For this 
community, 'knowledge as a crucial asset for success' is more 
than a clich but is backed up by solid techniques and 
methodologies.

   New technologies: knowledge engineering has focussed on 
building intelligent problem solvers or decision support 
systems, mostly single user and running on a single computer. 
New technological developments in hyper- and multi-media, and 
in networking, are creating new ways to put ideas into 
practice. These developments are a perfect complement to the 
new uses that were mentioned above. For example the 
developments in networking allow for realising the 
infrastructure that is necessary for effective knowledge 
management in small and medium sized organisations. Similar 
technology on a larger scale (i.e., the information highways 
that are being planned for Europe and the US) will allow for 
easier exchange and reuse of knowledge descriptions. 

EKAW'94 featured special contributions to foster debate on the 
above mentioned topics. Dr. J. Stewart (Institut Pasteur) 
reported on the consequences of approaching the problems of 
mind and knowledge from a constructivist perspective. Ken Ford 
(University of West Florida), on the other hand, argued that 
positions like these easily go too far in rejecting useful 
ideas on mental representations. Dr. Attardi (University of 
Pisa) described evolutions in computing technology and how they 
are changing the way in which we work, as well as the tools we 
may find useful. The special contributions had been chosen to 
bring in new ideas. This turned out to be highly productive and 
thought-provoking. 

Fully in line with EKAW's objectives, extensive use was made of 
the World-Wide Web (WWW).  An EKAW WWW server2 was set up both 
as an experiment and as a way to support the practical 
organisation of the workshop. For example, an interactive 
review form reduced the time and effort to produce and process 
reviews. The server offers most papers on line, integrated 
communication between authors, EKAW organisation, and 
contributors to the discussions, public commentary and 
annotations, local organisation and registration information.  
At any time one could find the most recent organisational 
information (detailed program, deadlines for registration, 
accommodation). Participants could also use it for confirming 
registration or accommodation reservation.  The use of WWW was 
an experiment in itself. In the future, easier access to 
knowledge technology will enhance the effectiveness of 
businesses, and in particular the smaller ones.  The new uses 
and new technologies will create a market on which specialised 
services can develop (remote knowledge systems, active 
documents, intelligent software agents, goal-oriented data use, 
sharing and reuse of knowledge, ...). For all of these the 
experience and know-how of knowledge engineering is central.

In summary both organisers and attendees felt that this EKAW 
was very successful and, in many respects, innovative. Finally 
it was decided to hold EKAW'95 in Nottingham, organized by 
Nigel Shadbolt.

Report on the ELSNET/MLnet Workshop on Machine Learning of 
Natural Language and Speech

On 2-3 December, around fifty speech technologists, 
computational linguists, machine learning researchers, 
cognitive scientists, and psycholinguists gathered together at 
the University of Amsterdam.  The purpose of this 
interdisciplinary meeting was twofold:  to discuss the 
possibilities of using machine learning (ML) techniques to 
solve knowledge acquisition problems in the area of language 
and speech technology; and to consider language and speech 
processing as an industrially-relevant application domain in 
machine learning.

The workshop was organised by Walter Daelemans (ITK, Tilburg), 
Mark Ellison (Centre for Cognitive Science, Edinburgh), and 
Erik-Jan van der Linden (ILLC, Amsterdam), and represented a 
new initiative in cooperation and co-sponsorship between two 
Networks of Excellence, namely MLnet (the European Network of 
Excellence on Machine Learning) and ELSNET (the European 
Network of Excellence in Language and Speech).  The workshop 
featured thirteen lectures on topics ranging from mathematical 
learnability theory to the psychology of language.

Local organisation (in the hands of Marco de Vries) was 
excellent, and the relaxed atmosphere encouraged discussions 
about current approaches to machine learning of language and 
speech, and the possibilities for new approaches.  While we did 
not manage to achieve a perfect balance of the different 
constituencies (the speech and machine learning sides were in 
the minority), this did not hinder interaction.  It seems to be 
the case, however, that more computational linguists than 
speech technologists are interested in using ML, and that, 
within Europe, the ML community has only limited interest in 
applying their expertise to problems of linguistic knowledge.  
The main complaint of ML researchers was that the proliferation 
of different linguistic formalisms and theories makes it 
difficult to grasp what are the essential tasks in acquiring 
knowledge of language.  They agreed, however, that the existing 
large and complex linguistic data sets, if properly explained, 
could provide a meaningful addition to existing bench-marks for 
ML algorithms.

The fact that computational linguists are the researchers most 
interested in the interaction between ML and language 
technology is also indicated by the recent establishment of an 
ACL Special Interest Group in Natural Language Learning 
(SIGNLL).  David Powers (The Flinders University of South 
Australia) explained that the purpose of the SIG is to promote 
interest in the area, exchange news, sponsor meetings, and 
provide resources, and he invited all the workshop attendees to 
join.  (Currently, no dues have to paid.)  Communication within 
SIGNLL will be done mainly through electronic means.  A WWW 
server will be set up through which collected resources 
(corpora, software, research papers, and data sets) can be 
accessed.  The ELSNET Language and Speech Resources Task Group 
could play an important role in supporting this activity.  A 
copy of the constitution and further information about 
membership is available from the current SIGNLL secretary, 
Walter Daelemans (walter.daelemans@kub.nl).

During the research discussion, it was clear that there was a 
growing consensus that data retention (storage of data) is an 
important part of learning, especially in domains like language 
and speech where apart from a regular 'core' of data, there is 
also a large irregular 'periphery'.  This is seen in work on 
case-based learning, as well as in other work on loss-less 
compression or the function redundancy.  The idea also recurred 
in presentations on minimal description length applications and 
speed-up learning:  adding generalizations to a case-base can 
be thought of as speed-up learning, which parallels in 
recognition time complexity what Minimal Description Length 
approaches do in terms of space complexity.

As mentioned above, the second theme of the workshop concerned 
the usefulness of the ML approach for the development of 
commercial applications in language and speech processing.  In 
the concluding discussion session, representatives of industry 
mentioned reliability, speed, and cheapness in production as 
important issues, and document management, prosody, and 
information retrieval as important applications for ML research 
in this area.  Possibilities for applying for funding within 
the EU's Fourth Framework Programme were also discussed.  
Although there was some scepticism about the prospect of 
immediate commercial applications, several participants 
expressed an intention to put together a project proposal.

The workshop clearly showed that there is a need for action by 
computational linguists in order to convince researchers in 
speech and ML of the potential of this interdisciplinary area.  
Steps must also be taken to attract commercial funding for 
machine learning of language and speech.  Because of the 
tension between practical interests and pure research, and in 
the latter domain, between descriptive linguists and 
psychologists modeling human language learners, we cannot 
expect to convince funding bodies of the importance of this 
area, or even to make clear what it is that we do, unless we 
can show success in both theory and applications.  At the end 
of the workshop, it was agreed that three main actions need to 
be taken.

First, researchers in this field must make more effort to 
publicise the impressive successes in applying ML techniques to 
real-world problems.  It must be shown that at least some 
applications are scalable, efficient and can lead to 
commercially interesting products.  Second, empirical evidence 
must be given showing that ML can solve problems in language 
and speech processing that cannot be solved by the use of 
statistics and neural nets.  Finally, standardised and widely 
recognised linguistic benchmark problems should be publicised 
to the ML community so that these researchers realise there are 
problems they can think about without feeling that a shift in 
linguistic formalisms will render their efforts irrelevant.  
The workshop showed that success stories, empirical 
comparisons, and benchmarks are indeed forthcoming.

Report on the Machine Learning Workshop at the 13th World 
Computer Congress of the International Federation for 
Information Processing (IFIP)

The 13th World Computer Congress of the International 
Federation for Information Processing (IFIP) took place from 
the 28th of August to the 2nd of September at Hamburg, Germany. 
It was hosted by the German Computer Science Society (GI e.V.) 
to mark the 25th anniversary of that society. Prof. Dr. 
Wilfried Brauer was the general chair and Prof. Dr. Ron Uhlig 
was the program committee chair. In addition to the main 
session, in which 140 papers were presented, congress delegates 
discussed nine general questions in special tracks. 
Additionally, 16 workshops took place, most of them in 
parallel.

MLnet offered a one-day workshop: "Machine Learning - A New 
Technology and Its Applications". After an introduction by 
Katharina Morik, more specific presentations were given by:

   Yves Kodratoff (Univ. Paris-Sud, France), on "Machine 
Learning and Knowledge Acquisition" 
   Stefan Wrobel (GMD, Germany), on "The Knowledge Base 
Workbench MOBAL" 
   Lorenza Saitta (Uni. Torino, Italy), on "A Real-World 
Application in Trouble-Shooting" 
   Jrgen Herrmann (Univ. Dortmund, Germany), on "Machine 
Learning in VLSI-Design" 
   Joachim Stender (Brainware, Germany), on "Real-World 
Applications of Machine Learning, Genetic Algorithms, and 
Neural Networks" 
   Katharina Morik (Univ. Dortmund, Germany), on "Machine 
Learning in Robotics Navigation" 
   Attilio Giordana (Univ. Torino, Italy), on "Machine 
Learning in Robot Assembly" 

The first two talks pointed out the difficulties of modeling 
which underly the problem of knowledge acquisition for 
knowledge-based systems. Modeling means to design the 
representation language (or signature) with the attributes and 
their possible values, or the predicates and argument sorts. 
Yves Kodratoff convincingly argued that modeling is a 
prerequisite for learning where at the same time learning can 
support the modeling process. He showed several real-world 
applications of machine learning, each illustrating the two-
sided relation between machine learning and knowledge 
acquisition. The talk by Stefan Wrobel was about the MOBAL 
system that has been developed in order to support a knowledge 
engineer in his or her modeling activity. The system integrates 
learning capabilities, ways of inspecting a knowledge base, and 
knowledge revision. Applications were presented that show 
different uses of the various system facilities.

Whereas the first two talks tackled a general problem and used 
applications for illustrative purposes, the following three 
talks each presented an application in detail. Lorenza Saitta 
offered a deep insight into a real collaboration of a machine 
learning specialist and  industrial users. The University of 
Torino did not just deliver the system that subsequently was 
used by the industrial partner. In their case the 
implementation of the learning method was conducted within the 
company computer environment by the company itself. It was 
shown clearly, that knowing how learning methods can be used 
for a specific application and elicitating the required 
knowledge is much more important than delivering a machine 
learning tool. Jrgen Herrmann presented a system that supports 
VLSI design and uses several learning strategies in an 
integrated manner. Joachim Stender, the owner of a software 
house that specializes in machine learning, gave an overview of 
applications that Brainware has successfully undertaken. For 
many of the applications, a mixture of learning methods, from 
reinforcement learning to tree induction, were used. He 
advocated the problem-oriented use of various learning 
strategies.
The last two talks presented results from the two tracks of the 
BLearn-II project, robot navigation and robot assembly. 
Katharina Morik showed how inductive logic programming can be 
used to support robot navigation. Attilio Giordana presented 
the automatic synthesis of Fuzzy controllers for robot 
assembly.

Due to the many workshops being held in parallel, there were 
only 14 participants (in addition to the speakers) in this 
workshop. This was of course disappointing (even if all the 
other workshops had comparably sized audiences); but the 
lectures felt, nevertheless, that it was important to have ML 
featured in this major international CS event.

Call for Proposals


The International Conference on Machine Learning will take 
place in Bari during the Summer of 1996. The Program Chair will 
be Lorenza Saitta (Torino) and the Local Chair will be Floriana 
Esposito.  Thus there will not be an ECML96.

However, MLnet would like to establish a planning cycle for the 
ECML conferences, and intends making a decision at the 
Heraklion meeting, about the location, and Program Chair for 
ECML97.

Similarly to the International Meeting, it has been agreed in 
future that bids for a site to host the ECML conference, should 
include: 
   overall budgets for the event, including a statement of the 
conference fee, 
   details of accommodation costs, 
   some details of the facilities which can be provided at the 
actual conference site, 
   details of the distance between the likely residential 
accommodation and the conference site, 
   a summary of how to reach the city by air, rail and road,
   sponsorships expected.

Guidelines for drawing up budgets are available from Derek 
Sleeman (Aberdeen).  Both he and Lorenza Saitta will be happy 
to talk to potential sites.

Initial enquiries will receive a standard information pack 
(including a copy of the Technical Annex)

All centres interested in joining MLnet are asked to send the 
following to MLnet's Academic Coordinator:

      A signed statement on Institutional notepaper saying 
that you have read and agreed with the general aims of MLnet 
given in the Technical Annex;

      One hard-copy document listing the Machine Learning (and 
related activities) at the proposed node and three copies of 
any enclosures; the document should include a list of 
scientists involved in these field(s), half page curriculum 
vitae for each of these senior scientists, current research 
students, lists of recent grants and relevant publications over 
the last 5 year period;

      A statement of the Technical Committees which the Centre 
would be interested in joining, and a succinct statement of the 
potential contributions of the Centre to the Network and its 
Technical Committees.

Two members of the Management Board will be asked to look at 
the material in detail and will present the proposal at the 
next Management Board meeting.  Through the Network's 
Coordinator, the members may ask for additional information.
The Academic Coordinator will be in touch with the Centre as 
soon as possible after the Management Board meeting.

The Management Board is not planning to set a fixed timetable 
for applications, but advises potential nodes that it currently 
holds Management Board meetings in November, April and 
September, and that papers would have to be received at least 
six weeks before a Management Board meeting to be considered.

To Industrial applicants wishing to become Associate Nodes, the 
following revised criteria will be applied:

      that they can show a substantial involvement in a 
relevant activity to MLnet over the last year;
      have a planned relevant activity for at least the next 
year;

business (attending meetings etc.).

    Inductive Learning from Examples (LfE) is a well established
subject in Machine Learning. "Pure" LfE is performed automatically
without any human interaction. Programming by Demonstration (PbD) on
the other hand can be seen as some kind of "extreme" form of
user-supported LfE where the user continually interacts with a PbD
system. The nearly exclusive focus of it is the learning of programs.


BACKGROUND

    PbD researchers have been disappointed with standard ML
algorithms. They require too many examples or too strong a domain
theory. Moreover they do not learn "useful" concepts that
deterministically generate or modify data, but rather learn how to
classify. Finally they easily get out of the user's control.

    Therefore, PbD applications to date have relied on pragmatic
assumptions, application-specific heuristics, and manual intervention,
to make plausible inferences from very few examples. Although this
approach has yielded some successful early results, the systems
require considerable engineering and have strict and often
counter-intuitive limits on their adaptability. ML techniques
integrated with user interaction hold out the promise of simpler, more
capable systems. But the dialog between ML and PbD is just beginning.


SCOPE

    The workshop aims at bringing together researchers from the
Machine Learning as well as different application areas. These include
robotics, graphics interface development, office automation, and
interactive software design.

    Topics of interest include, but are not limited to:

- Combining LfE with user interaction to create working PbD
  applications

- Acquisition and maintenance of control-knowledge using interaction

- Relations between an agent's background knowledge, reasoning
  methods, and user interaction abilities

- Which results of LfE are not used in PbD systems today, and why?

- Effects of PbD system development on existing ML techniques and
  problems

- User interfaces and system architectures for PbD systems

- Why does PbD receive only little attention in the ML community so
  far?

    This workshop will explore the issues that arise in reinforcement
learning when the value function cannot be learned exactly, but must
be approximated. It has long been recognized that approximation is
essential on large, real-world problems because the state space is too
large to permit table-lookup approaches. In addition, we need to
generalize from past experiences to future ones, which inevitably
involves making approximations. In principle, all methods for learning
from examples are relevant here, but in practice only a few have been
tried, and fewer still have been effective. The objective of this
workshop is to bring together all the strands of reinforcement
learning research that bear directly on the issue of value function
approximation in reinforcement learning. We hope to survey what works
and what doesn't, and achieve a better understanding of what makes
value function approximation special as learning from examples
problem.

    The key computational idea underlying reinforcement learning is
the iterative approximation of the value function---the mapping from
states (or state-action pairs) to an estimate of the long-term future
reward obtainable from that state. For large problems, the
approximation of the value function must involve generalization from
examples to reduce memory requirements and training time. Moreover,
generalization may help beat the curse of dimensionality for problems
in which the complexity of the value function increases
sub-exponentially with the number of state variables.  Generalizing
function approximators have been used effectively in reinforcement
learning as far back as Samuel's checker player, which used a linear
approximator, and Michie and Chambers' BOXES system, which used state
aggregation. Tesauro's TD-Gammon, which used a backpropagation
network, provides a tantalizing recent demonstration of just how
effective this can be.

    However, almost all of the theory of reinforcement learning is
dependent on the assumption of tabular representations of the value
function, for which generalization is impossible. Moreover, several
researchers have argued that there are serious hazards intrinsic to
the approximation of value functions by reinforcement learning
methods. It is an important and still unclear question as to just how
serious these hazards might be. In this workshop we will survey the
substantial recent and ongoing work pertaining to this question. We
will seek to answer it or, failing that, to identify the remaining
outstanding issues.

    If existing theory of reinforcement learning no longer applies
when an approximate value function is learned, what are we to do? The
workshop will explore the problem and following possible responses,
among others:

(1) ignore the problem and proceed empirically, perhaps discovering as
we create applications that some seem to work and some don't. A danger
with this approach is that successes will be reported loudly and
failures whispered quietly, and we may become a community of tweakers.

(2) analyze what properties function approximators need in order to
work well with current reinforcement learning algorithms: are there
function approximators specially suited to reinforcement learning?

(3) invent new reinforcement learning methods that are specifically
designed to work well with function approximators.

(4) invent new theory for value function approximation. What bounds
can be placed on the errors? Can particular function approximators
give us better bounds or stability guarantees? Can online training get
us better bounds or stability guarantees?

(5) What can we learn from the literature of other fields:
    - optimal control theory and LQG regulation
    - heuristic function generation techniques in computer game
      playing
    - operations research and differential games


WORKSHOP FORMAT

    Several focussed sessions with short (~15 minute) talks followed
by moderated discussion.


WHO SHOULD ATTEND

    All researchers with empirical or theoretical experience with
value function approximation in reinforcement learning or dynamic
programming. As an expression of interest, please submit as soon as
possible a short (one paragraph to one page) statement of your
research interests in value function approximation, or a copy of a
paper you have written in this area. We will use this material to help
select and organize the sessions.

    If you would like to make a presentation at the workshop, please
also submit an extended abstract (2-5 pages) by MAY 1, 1995.

    Agent-oriented learning is currently receiving a great deal of
attention among machine learning researchers. The purpose of this
workshop is to draw researchers from diverse areas of machine
learning, such as learning in the context of distributed AI, planning
and learning, software agents, knowledge acquisition, reinforcement
learning, computational learning theory, neural networks, genetic
algorithms, explanation-based learning, and multistrategy learning to
address the unifying theme of agents that learn from other agents.
This workshop is a special opportunity for empirically-oriented
machine learning researchers to interact with the theoretical COLT
community on a topic of mutual interest.

    There has been a growing trend in agent-oriented learning toward
learning methods that involve interacting with other agents. One such
interaction is via advice-taking (Suddarth and Holden 1991), which may
well turn out to be the most efficient method for building software
agent architectures. Instruction is steadily increasing in popularity
as a method for agent learning (e.g., Gordon & Subramanian 1993,
Huffman & Laird 1993, Lin 1993, Maclin & Shavlik 1994, Noelle &
Cotrell 1994, and Tecuci, Hieb, Hille, & Pullen 1994). Meanwhile,
there is also an active interest in agents that learn from observation
(e.g., Iba and Langley 1992, Lin 1993), as well as agents that
communicate and learn from each other (e.g., Etzioni and Weld 1994,
Lashkari, Metral, & Maes 1994). Furthermore, in the COLT community
there have been a number of papers on team learning (e.g., Daley,
Kalyanasundaram, & Velauthapillai 1993). For these reasons, the main
focus of our workshop is on learning from instruction or observation,
rather than the environment. The instructors might be humans or other
automated agents.

    This workshop will encourage papers on the following topics:

- Learning from instruction or advice

- Learning from observation of humans or other agents

- Learning from multiagent interactions, including multiagent
  cooperation

- Multistrategy learning methods for agents

- The role of hybrid architectures in learning from instruction

- The role of prior knowledge in learning from instruction

- Theoretical foundations of team learning

- Methodologies for building (knowledge-based) learning agents

- Languages for inter-agent communication

- Applications of learning agents, such as intelligent automated
  forces in simulated environments, softbots that find Internet papers
  or newsgroup postings of interest to another agent, resource-limited
  agent construction, learning apprentice systems, and intelligent
  information retrieval


FORMAT

    This workshop will begin with a keynote talk by Dr. Tom Mitchell,
followed by paper presentations on the main themes of the workshop.
After each paper presentation, there will be time allotted for
discussion. Furthermore, the presented papers will be grouped into
theme-oriented sessions, and each session will be followed by an
extended discussion period. If more papers are accepted than can be
presented, a poster session will be included. The workshop will
conclude with a panel discussion on the central issues of the
workshop. The issues to be discussed will be distributed in advance to
all of the attendees in order to encourage their participation.


SUBMISSION INFORMATION

    For those wishing to present papers, our selection will be made
based on 5-7 page extended abstracts (using 12-pt font and double
spacing). Submissions should be sent by email to the contact address
below by MAY 1, 1995. PostScript is the preferable submission mode.
The working notes will appear in a proceedings published on the
World-Wide Web. Those who wish to attend the workshop without
presenting a paper should send email to the contact address below
stating that they intend to register and should include a
one-paragraph description of their research interests. We need these
items so that we can estimate the workshop attendance for room
requirements and agenda preparation.

    The goal of the workshop is to shed light onto the methodology for
understanding, explaining and controlling GP search and to show how
these issues are reflected in GP frameworks and successful or
innovative applications.

    The workshop will focus on three discussion and paper topics:

1. Theoretical issues. Questions about representation and operators
have generated both theoretical and experimental work in the field of
genetic algorithms (GA). Similar questions are relevant for GP.

        o Representation-- How do architectural choices influence
          performance?

        o Operators-- What operators are appropriate and why?

        o Search-- How does GP sample the space of programs? Why
          does GP work, even for tremendously huge search spaces?

2. GP algorithms. GP extensions show that the process of finding
better solutions can be accelerated. We would like to stimulate other
approaches to GP search by encouraging new architectural ideas and the
formal analysis of such ideas.

        o What is the relationship with other machine learning
          techniques, such as inductive logic programming?

        o Application domain-- Are particular classes of
          applications facilitated by particular approaches?

3. Real-world and innovative applications. GP has proven that it can
go beyond toy applications in problems of classification, image
analysis, system identification, prediction and control. We encourage
submissions reporting GP applications to real-world problems as well
as innovative application ideas. The workshop will also explore
GP-based approaches to real problems faced by the ML community.

        o Efficiency-- How do results of the GP approach compare
          with results of other machine learning or artificial
          intelligence approaches? What makes GP an attractive tool?

        o Scalability-- What makes an implementation scalable?

        o Biases-- What are the limits of particular approaches and
          representations? Are there desired features that cannot
          be implemented in GP?

    To allow for a pointed technical discussion of the issues, each
submission should address the questions relevant for its appropriate
category. Be very specific about the experiments reported. Discuss why
you have chosen a particular problem representation. Show the
influence of the various architectural decisions.

    The workshop will consist of invited talks, presentations of
selected papers and discussions on the proposed topics. We will
encourage interaction and discussion of ideas among participants,
reserving additional time for this at the end of each presentation
session. Based on submissions in the above categories, we will select
discussion leaders.


SUBMISSION INFORMATION

    Potential attendees should submit either an extended abstract (5
pages) or a full paper (which should not exceed 20 pages) by APRIL 24,
1995. We encourage everyone to submit their papers or extended
abstracts electronically, Postscript or ASCII only. E-mail submissions

not possible, please send three copies of the paper or abstract to the

    We intend to create working notes to be distributed at the time of

    Applications of machine learning (ML) involve specifying the
learning and performance tasks, constructing a dataset or data
generator, and selecting and modifying appropriate learning algorithms
for these tasks. Most published work on ML concerns the analyses of
learning algorithms. Reading such work, one might be led to believe
that little effort is required to obtain good performance with the
selected algorithm(s) on the selected task. Machine learning
practitioners and empiricists know that this view is fallacious.
Successful applications or demonstrations of ML algorithms involve
substantial user and domain expertise to guide multiple iterations of
data transformation, algorithm selection, and/or algorithm
modification. Unfortunately, such expertise is rarely communicated in
the machine learning literature.


OBJECTIVE

    The purpose of this workshop is to characterize the expertise used
during the application of ML algorithms to real-world problems and, in
doing so, to develop a better understanding of how to use ML tools
successfully. We solicit descriptions of the expertise exhibited
during the complete sequential decision process leading to successful
ML applications and a discussion of what guided the decision making
and selection of the approaches used at each step. Submissions
involving the following or related topics are specifically welcome:

1. Papers documenting the expertise used during the sequential process
   of modifying/extending existing algorithms and/or domain data to
   solve complex learning tasks.

2. Novel models of the decision-making process describing how to apply
   expertise during ML problem solving.

3. Surveys or comparisons of different such process models for guiding
   the application of learning algorithms.

4. Reports on software tools and environments for capturing and/or
   automatically applying ML application expertise.

5. Empirical studies documenting the effect of expertise on the
   performance of machine learning algorithms.

    We encourage authors of submissions to discuss the explanations
and motivations they used to guide the data transformation process,
the selection of the experimental method, the selection of simulators,
the selection of algorithms, their modifications, and/or parameter
selection. Relevant discussions on previously published work are
welcome, so long as the focus is on documenting the expertise used
rather than, for example, predictive accuracy. Likewise, reports of
informative negative results are also encouraged, with the caveat that
lessons learned from these results can be used to guide the ML
practitioner so as to avoid future pitfalls and instead lead to an
ultimately successful application. Preference will be given to
submissions discussing work with real-world problems - rather than
case studies comparing the performance of a suite of algorithms on a
set of datasets from the UCI repository - in which the authors discuss
how one can define and solve such problems so as to attain good
results on the performance task.

    We will request participants who wish to present papers to
complete a simple questionnaire that we will soon provide via our
World-Wide Web pages. The purpose of this questionnaire is to provide
a mechanism for comparing how ML expertise was used in the workshop
participants' projects. We will also request that authors of presented
papers include in their paper a figure outlining the process model
they chose. We will make examples of such process models available in
our World-Wide Web pages. We plan to use the authors' figures and the
completed questionnaires to characterize and summarize this workshop's
contributions. Specifically, we hope to identify common themes that
appear in the contributions. Our findings will be included as a paper
in the working notes.


FORMAT

    This workshop will consist of invited presentations, paper
presentations and the presentation of our summary results. A panel
discussion that focuses on common themes involved with using ML
application expertise is being considered dependent on the submissions
received. Time will be reserved for open discussions on this subject.
Speakers will be selected based on the clarity of their contribution
and by coverage of the different methods described among the
submissions. Please see our World-Wide Web pages for up-to-date
details.

    For those wishing to present at this workshop, please submit a
paper of at most ten pages (plus a completed copy of our
questionnaire, when made available). For those wishing to simply
attend this workshop, please instead submit a one or two-page
description summarizing your interests relevant to this workshop. The
first page of each submission should include the title, the author's
name(s) and affiliation(s), a complete mailing address, phone number,
FAX number, e-mail address, an abstract of at most 250 words, and two
to four keywords.

    All submissions (papers or descriptions of relevant work) will be
reviewed by at least two members of the organizing committee. Please

1995. Two-sided hardcopy submissions are welcome for those who do not

General Information :
	ILP-95  is  the  5th  annual  meeting  of  researchers  in
	and  practitioners  of  inductive  learning  in first order
	logic.  Previous meetings have been organized in Viana de
	Castello (91), Tokyo (92), Bled (93), and Bad Honnef (94).


Program :
	The  scientific  program  will  include  invited  talks,
	presentations  of  selected  papers,  poster  and demo
	sessions.   The  program  will  be  complemented  by  and
	overlap  with  an  area  meeting  on Knowledge  Representation
	and  Reasoning  of  the  ESPRIT  Network  of  Excellence
	Compulog from  6-8  September  1995.   It  is  our  intention
	to  have  Wednesday  6  September  recognized  as a  joint
	workshop  of  the  ESPRIT  Networks  of  Excellence  in
	Computational  Logic  (Compulog) and Machine Learning (MLnet).

Submission of Papers :
	ILP  solicits  papers  addressing  inductive  machine
	learning  within  the  representation  offered  by
	computational logic.  ILP-95 especially wishes to encourage
	submissions of interest to both researchers in computational
	logic and inductive machine learning.  This includes (but is
	not limited to) topics such as inductive synthesis of logic
	programs, applications of abductive logic programming to
	induction,  meta-programming approaches to induction,
	applications of inductive logic programming to software
	engineering, deductive databases, database design, theory
	revision, etc.

	The  proceedings  will  be  distributed  at  the  workshop,
	and  will  appear  as  a  technical  report  of the
	K.U.Leuven,  Computer  Science  Department.   There  are  also

The Seventh Portuguese Conference on Artificial  Intelligence
(EPIA'95) will be held at Funchal,  Madeira Island, Portugal,
on October 3-6,  1995.  As in previous issues  ('89, '91, and
'93),  EPIA'95  will  be run as an international  conference,
English being the official language.  The  scientific program
encompasses tutorials, invited lectures,  demonstrations, and
paper presentations. Five well known researchers will present
invited  lectures.  The conference is devoted to all areas of
Artificial  Intelligence  and will cover both theoretical and
foundational  issues  and  applications  as  well.   Parallel
workshops  on  Expert  Systems,   Fuzzy   Logic   and  Neural
Networks,  and  Applications  of A.I.  to Robotics and Vision
Systems will run simultaneously (see below).

                   SUBMISSION OF PAPERS

Authors must submit five (5) complete printed copies of their
papers to the "EPIA'95 submission address". Fax or electronic
submissions will not be accepted. Submissions must be printed
on A4 or 8 1/2"x11" paper using 12 point type. Each page must
have a maximum of 38 lines and an average  of  75  characters
per  line  (corresponding  to  the  LaTeX  article-style,  12
point).  Double-sided  printing  is  strongly encouraged. The
body of submitted papers must be at most 12 pages,  including
title, abstract, figures, tables, and diagrams, but excluding
the title page and bibliography.


                     ELECTRONIC ABSTRACT

In addition to submitting  the paper copies,  authors  should
send   to   epia95-abstracts@inesc.pt   a  short  (200 words)
electronic  abstract  of  their  paper  to  aid the reviewing
process.  The electronic abstract must be in plain ASCII text
(no LaTeX)) in the following format:

                      REVIEW OF PAPERS
                      ~~~~~~~~~~~~~~~~
Submissions  will  be  judged  on  significance, originality,
quality  and  clarity.   Reviewing   will  be  blind  to  the
identities  of  the  authors.   This  requires  that  authors
exercise  some  care  not  to  identify  themselves  in their
papers.  Each  copy  of  the  paper  must  have a title page,
separated  from the body of the paper, including the title of
the paper,  the names and addresses of all authors, a list of
content areas (see above) and any acknowledgments. The second
page should include the same title,  a short abstract of less
than 200 words,  and the exact same  contents areas,  but not
the names nor affiliations of  the  authors.  This  page  may
include text of the paper.  The references should include all
published   literature   relevant  to  the  paper,  including
previous  works  of  the  authors,  but  should  not  include
unpublished works of the authors. When referring to one's own
work,  use  the  third  person. For example, say "previously,
Peter [17] has shown that ...".  Try  to  avoid including any
information in the body of the paper or references that would
identify the authors or their institutions.  Such information
can  be  added  to  the  final   camera-ready   version   for
publication.  Please do not staple the title page to the body
of the paper. Submitted papers must be unpublished.


                         PUBLICATION
                         ~~~~~~~~~~~
The proceedings will be published by Springer-Verlag (lecture
notes in A.I. series).  Authors  will be required to transfer
copyright of their paper to Springer-Verlag.


                    ASSOCIATED WORKSHOPS

In  the  framework  of the conference three workshops will be
organized:  Applications of Expert  Systems,  Fuzzy Logic and
Neural  Networks   in   Engineering,   and   Applications  of
Artificial Intelligence to Robotics and Vision Systems.  Real
world applications, running systems, and demos are welcome.

Papers are invited to the special issue of INFORMATICA; An International
Journal of Computing and Informatics on:


                M I N D <> C O M P U T E R


In this special issue we want to reevaluate the soundness of current
AI research positions (especially the heavily disputed strong-AI
paradigm) as well as pursue new directions aimed at achieving true
intelligence. This is a brainstorming special issue about core ideas 
that will shape future AI. We are interested in critical papers 
representing all positions on the issues. 

The first part of this special issue will be a small number of
invited papers, including papers by Winograd, Dreyfus, Michie,
McDermott, Agre, Tecuci etc. Here we are soliciting additional
papers on the topic. 

TOPICS: Papers are invited in all subareas and on all aspects of the above
topic, especially on: 

- the current state, positions, and advancements achieved in the last 
  5 years in particular subfields of AI,

- the trends, perspectives and foundations of natural and artificial 
  intelligence,

- strong AI versus weak AI and the reality of most current
  "typical" publications in AI,

- new directions in AI.

FORMAT AND REVIEWING PROCESS: Papers should not exceed 8,000 words
(including figures and tables but excluding references. A full page
figure should be counted as 500 words). Ideally 5,000 words are
desirable.

Each paper will be refereed by at least two anonymous referees
outside the author's country and by an appropriate subset of the
program committee.

When accepted, the authors will be asked to transform their manuscripts 
into the Informatica LaTeX style (available from ftp.arnes.si; directory
/magazines/informatica).

	The Third Annual Utah Workshop on the Applications of Intelligent 
and Adaptive Systems will occur on April 14 in Salt Lake City.  This is 
the second year this workshop is a side session within the Joint Services 
Software Technology Conference (STC).  This session is cosponsored by the 
Utah Cognitive Science Industrial Advisory Board.  
	This side session focuses on the application of intelligent
and adaptive systems to real-world problems.  Knowledge-based systems, 
machine intelligence, natural language processing, pattern recognition, 
game theory, artificial neural networks and other techniques are 
discussed from an engineering, software development, and systems 
integration perspective.

          SUMMER POSITIONS AT THE JET PROPULSION LABORATORY (JPL)
                                                             March 16th 1995

    JPL is seeking applications from graduate students interested
 in summer positions (1995). Ideal candidates will have a background
 and interest in statistical pattern recognition, applied statistics, 
 and image processing (or some subset of these topics). The work will
 include participation in ongoing projects for automated analysis of 
 remote-sensing and sky-survey images, including both theoretical
 investigations and algorithm development. Candidates should be capable of
 implementing developed algorithms in a standard programming language such
 as C or within an environment such as MATLAB. This is an ideal
 opportunity for students wishing to get involved in the analysis
 of large high-dimensional datasets of scientific importance.

This workshop will be a forum for application researchers and developers to
present their systems and discuss tabu subjects, including:
  - hybrid solutions,
  - solutions that work (don't know why),
  - solutions that do not work (though theoretically optimum),
  - hacks, tricks and miscellaneous occult methods,
  - marketing advantage/disadvantage of saying that there is a NN in the system.
The condition of acceptance will not be the novelty of the algorithms but the
existence of a working "money making" application or at least a working
prototype with a path towards industrialization. The performance of the system
should be measured quantitatively, preferably using known benchmarks or
comparisons with other systems. As for regular scientific papers, every
statement should be properly supported by experimental evidence, statistics or
references. Demonstrations and videos are encouraged.

SUMMARY
Neural Networks and Fuzzy Logic have already found wide range applicability.  
The projection is that this trend will keep continuing.  Although the notion 
of neural networks was to escape from the conventional computer, nevertheless, 
to date, many neural network applications still depend on the conventional 
computer; during learning or during normal operation.  The all-neural network, 
independent from the conventional digital computer (during learning and 
operation), and outperforming a conventional computer in equivalent 
functionality with cost/performance as a metric, is yet to come.  
Currently, we see niche applications that address improvements in a specific 
area within a complex system.  Most of the applications described fall in 
this category.
Paradigms used today are math intensive; the neural network problem has been 
shifted from the unknown mental process to an optimization algorithmic problem 
using conventional math.  I cannot believe that the human brain operates on 
equations to estimate and solve a problem, to recognize objects, or to make 
inferences.  I cannot believe that the human brain solves the backpropagation 
algorithm, or any other algorithm when it is trained.  What is needed are 
fresh ideas.  Ideas that go beyond the current conventional paradigms.  Ideas 
that emulate human thinking and map it on a network.  Conventional math is 
good for modelling to use computer tools for emulation and simulation, 
for the time being.  However, conventional math is a mental attractor that 
keeps pulling us back to conventional techniques.  In short, there are many 
Challenges that make the future seem more exciting than ever.

Arris Pharmaceutical is a South San Francisco-based pharmaceutical
company of about 85 people (NASDAQ: ARRS).  We are dedicated to the
efficient discovery and development of orally-active human
therapeutics.  Computational approaches to drug discovery form one of
our core technologies, and we have developed novel techniques for
computer-aided drug design that rely ideas from machine learning,
computational geometry, chemistry, and physics.

Job description and requirements:

Working as a member of the Computational Sciences Department, perform
applied research in computational drug design, particularly in the
areas of flexible molecular docking, three-dimensional quantitative
structure-activity prediction, flexible molecular database screening,
and de novo ligand design.

The position requires a PhD in Computer Science with significant
research experience in computational geometry, machine learning,
pattern recognition, or related fields.  Formal training in organic

page limit is 6 pages for parallel papers and 8 pages for plenary papers.  The 
organizing committee can also supply a copy on request.  The completed papers 
are to be brought to the workshop.

                                ABOUT AIHENP
                                ------------

The AIHENP series workshops are intended primarily for scientists working
in fields related to High Energy and Nuclear Physics.  The AIHENP series began 
in Lyon, France, in March 1990, and has subsequently been sited in La Londe 
les Maures, France, in January 1992, and in Oberammergau, Germany, in October 
1993.  The workshops have always been less formal than full conferences, 
stressing *new* results and ideas, and with sufficient time allowed for 
spontaneous discussions to develop.  As in the past, the 1995 workshop will 
consist of plenary sessions and three parallel sessions covering our 
three subgroups,

  1) SOFWARE ENGINEERING
  2) ARTIFICIAL INTELLIGENCE AND NEURAL NETS
  3) SYMBOLIC MANIPULATION

along with tutorials and demonstrations, poster session, and industrial booths.
Tutorials this year include:  INTRODUCTION TO FUZZY LOGIC FOR HIGH ENERGY
PHYSICS; PARTICLE SEARCHES WITH NEURAL NETWORKS; INTRODUCTION TO C AND OBJECT 
ORIENTED PROGRAMMING FOR PHYSICISTS.  

We have also invited a few experts from other fields to come and 
give keynote talks which should give us some new perspectives.  This year, for 
example, we have talks on SPACE APPLICATIONS OF NEURAL NETWORKS and COMMERCIAL 
APPLICATIONS OF NEURAL NETWORKS, the latter of which will be given by the 
President of the European Neural Networks Society, Prof. Francoise Fogelman,
of SLIGOS, Paris, France.  

Industrial Exhibits confirmed are:  IBM (Rome), Spring (Rome), MACS 
(Pisa, CNAPS Hardware), and Siemens (Munich/Vienna, SYNAPSE Hardware). 
The workshop is also support by Apple Computer, Alenia, and CAEN.


                    FURTHER INFORMATION FOR PARTICIPANTS                      
                    ------------------------------------
   
All organizational details except the scientific program are being handled 
by TRE EMME CONGRESSI in Pisa.  Their official registration forms and 
information follow at the end of this document. YOUR TRE EMME REGISTRATION 
FORM IS YOUR ONLY OFFICIAL REGISTRATION FOR THE WORKSHOP.  

Pisa Airport is only about one kilometer from town center and has daily 
connections to several international airports (Paris, London, Frankfort, 
etc.) and to national airports of Rome and Milan.  Pisa may also be reached
easily by train via Milan, Rome, Florence, or Turin.  There are taxi stands 
at the airport and train station.  A typical taxi fare within town is about 
10.000 lira.  Pisa is a small city and often walking is the best way 
to get around.  The Palazzo dei Congressi is within walking distance of all 
workshop hotels.  Traffic and especially parking in Pisa are difficult.  
Rental cars are not recommended.

Conference on Neural Networks for Novel High-Order Rule Formation
Sponsored by Metroplex Institute for Neural Dynamics (MIND) and
For a New Social Science (NSS)

Texas A&M University, May 20-21, 1995


     MIND, a neural networks professional organization based in the
Dallas-Fort Worth area, and NSS, a private research foundation
based in Coral Springs, Florida, are jointly sponsoring a
conference on Neural Networks for Novel High-order Rule Formation. 
This will partially overlap a conference on Creative Concepts May
19-20 sponsored by the Psychology Department at Texas A&M and the
American Psychological Association.  This will in turn be preceded
by ARMADILLO, the region psychology meeting on Thursday, May 18
(whose registration is free for those attending either Creative
Cognition or MIND/NSS).
     Invited speakers for the MIND/NSS portion include John Taylor
(King's College, London); Karl Pribram (Radford University); Risto
Miikkulainen (University of Texas); Ramkrishna Prakash (University
of Houston); Sam Leven (For a New Social Science); and Daniel
Levine (University of Texas at Arlington).  There is space for a
limited number of contributed talks, for presentation on the Sunday
of the conference, and an arbitrary number of posters, to up for
the duration of the conference.
     MIND has sponsored six international conferences, three of
which have formed the basis for books (two in print and one now in
progress).  All but the first have been on focused topics within
the neural network field.  The topics were chosen for their
interest to a broad community, some interested primarily in
neurobiology, others in neural theory, and others in engineering
applications.  These last three topics have been Oscillations in
Neural Systems, Optimality in Biological and Artificial Networks?,
and Neural Networks for Knowledge Representation and Inference.
     NSS has co-sponsored two of MIND's conferences.  Its purpose
is, to quote from its founding statement, "turning the findings and
techniques of science to the benefit of social science."  It seeks
to develop more predictive methodological bases for areas ranging
from economics to management theory to social psychology ~ in some
cases, to replace foundational assumptions dating from the time of
David Hume and Adam Smith, based on a static and unrealistic model
of human behavior, with new foundational assumptions that draw on
modern knowledge of neuroscience, cognitive science, and neural
network theory.  This would mean that social scientific models
which assume humans always behave rationally will be replaced by
models which incorporate emotion, habit, novelty, and ~
particularly relevant for this conference ~ creative intuition.  In
the words of NSS's original statement:

We may find people less rational than we would like them,
economic models less precise, survey results less certain.
... We of For a New Social Science seek to find real
answers instead of nostrums and mythology.  But when we
cannot find simple solutions, we choose to see our world
plainly and to open our eyes to what we do not know.



     The theme of this conference will be connectionist modeling of
the processes by which complex decision rules are deduced, learned,
and encoded.  These include, for example, rules that determine, on
the basis of some trials, which classes of actions will be
rewarded.  The myth that neural network methodology is only
relevant for low-order pattern processing and not for high-order
cognition is rapidly being disproved by recent models.  In
particular, the 1994 World Congress on Neural Networks included a
session on Mind, Brain, and Consciousness, which was one of the
most popular and successful sessions of that conference; another
such session will be held at the same Congress in 1995.  John
Taylor has developed a series of models related to consciousness,
which is interpreted partly as selective attentional (based in the
thalamic reticular nucleus) and partly as comparison of current
stimuli with episodic memories of past events (based in the
hippocampus).  Raju Bapi and Daniel Levine have constructed a
network that learns motor sequences and classifies them on the
basis of reward.  Models have been developed that mimic disruption
of specific cognitive tasks by specific mental disorders, among
them Alzheimer dementia, autism, depression, and schizophrenia. 
Sam Leven and Daniel Levine have constructed a neural network that
simulates contextual shifts in multiattribute decision making, with
specific application to consumer preference for old versus new
versions of Coca-Cola.  Finally, Haluk Ogmen and Ramkrishna Prakash
built on models previously developed by Grossberg and his
colleagues to design robots that actively explore their environment
under the influence of appetitive and aversive stimuli.
     All this work paves the way for developing neural network
models of creativity and innovation.  Part of the creative process
involves search for novel high-order rules when current rules fail
to predict expected results or to yield expected rewards.  This
process often requires transfer to a higher level of complexity of
analysis.  Hence creativity involves what Douglas Hofstadter called
a "search of search spaces."  Some current models in progress also
incorporate knowledge of different brain regions involved in
circuits for such a transfer of control.  Bapi and Levine discuss
the role of the frontal lobes in such a circuit.  In the
experiments modeled therein, macaque monkeys with prefrontal damage
can learn an invariant sequence of motor actions if it is rewarded,
but have difficulty learning any one of several reorderings of a
sequence (say, ABC, ACB, BAC, BCA, CAB, and CBA) if all are
rewarded.  This flexible sequence rule is one of many types of
complex rules that require intact frontal lobes to be learned
effectively.  Another is learning to go back and forth on alternate
trials between two food trays.  Yet another is learning to move
toward the most novel object in the environment.  Karl Pribram
hints that the frontal lobes act in concert with some areas of the
limbic system, particularly the hippocampus and amygdala.
     These theories of specific brain regions are not yet precise
or uniquely determined.  Neural network models of high-order
cognitive processes typically build on network structures that have
previously been developed for low-order processes, and may or may
not incorporate these neurobiological details.  Still, we are now
witnessing a dynamic convergence of insights from cognitive
neuropsychology along with those from experimental psychology,
cognitive science, and neural network theory.  This will be the

We present two approaches to the analysis of the relationship between a
recurrent neural network (RNN) and the finite state machine M the network 
is able to exactly mimic. First, the network is treated as a state machine 
and the relationship between the RNN and M is established in the context of
algebraic theory of automata. In the second approach, the RNN is viewed as 
a set of discrete-time dynamical systems associated with input symbols of M.
In particular, issues concerning network representation of loops and cycles 
in the state transition diagram of M are shown to provide a basis for the
interpretation of learning process from the point of view of bifurcation
analysis. The circumstances under which a loop corresponding to an input 
symbol x is represented by an attractive fixed point of the underlying 
dynamical system associated with x are investigated. For the case of two 
recurrent neurons, under some assumptions on weight values, bifurcations can 
be understood in the geometrical context of intersection of increasing and 
decreasing parts of curves defining fixed points. The most typical bifurcation 
responsible for the creation of a new fixed point is the saddle node bifurcation.
