Research papers (of up to 15 pages) are welcomed, especially those making connections among the above areas; short survey papers (no more than 30 pages) of areas for the benefit of participants from other areas will also be considered. The proceedings is expected to be published by Springer in the Lecture Notes in Computer Science series. Short position papers and system descriptions (of up to 5 pages) are also welcomed for poster sessions and will be published as a volume in the University of Manchester Computer Science technical report series. The best papers will be considered for publication in the Journal of Logic and Computation. If appropriate, revised and extended versions of survey papers will be published as a special volume in Kluwer's Applied Logic Series. CONFERENCE LOCATION The conference is being held in Manchester, one of the major higher education precincts of Western Europe, under the auspices of the University of Manchester at one of its long-standing halls of residence, Hulme Hall. The Hall's location, although close to the busy and vibrant Oxford Road with its numerous Indian and oriental restaurants of excellent value, is secluded, quiet and well equipped with excellent facilities for supporting large conference parties. The University of Manchester, itself, is short 10 minutes walk away in the city direction, taking you past the famous Whitworth Art Gallery, and the Manchester Museum. Further into the city, you can visit the Museum of Science and Industry at Castlefields, where the history of cotton industry and mills, engines, transport, computing and information unfolds, or view the glorious architecture of the Town Hall and other civic buildings, or shop, and when exhausted from sightseeing take refuge in one of Manchester's pubs to down a few pints of real beer. Manchester is well connected by road, rail, air and canal. Manchester International airport is 20 minutes away by taxi from the conference location, while a direct (and fast) rail link connects the airport with the city centre. FORMAT OF CONFERENCE The full conference will extend from an initial evening time reception on Monday July 14th 1997 through to mid afternoon on Friday July 18th 1997. To encourage graduate students and researchers wishing to broaden their expertise, the first day proper, Tuesday July 15th 1997, will be dedicated to tutorial presentations. The research paper presentations will last from Wednesday July 16th to Friday July 18th 1997; it is planned that each day of the research presentations will be preceeded by an invited talk. SUBMISSION OF PAPERS Each submission should include a separate cover sheet containing: the title of paper, the category of the paper and which of the topic areas listed above best describes their paper (if none is appropriate, please give a set of keywords that best describe the topic of the paper), the names and complete addresses (including email, when possible) of all authors, and an abstract. Some background ================= Our university is young, founded around 1965, has around 20.000 students. We have faculties for natural sciences, arts, social sciences, dentistry and medicine, and a broad teacher training programme. The University Hospital of Northern Sweden is within the campus area. Though the need for such studies is well-recognized, there is a paucity of evaluative research in the literature. Evaluation of modeling methods remains a challenge in information systems engineering. (2) EXPERIENCE/CHALLENGE PAPERS, which describe actual prototype or product implementations, pose problems that current technology cannot handle well, or identify important industrial trends that could affect the future research directions in the field. Papers in this category should be based on real-life experiences and should clearly place their contribution in the context of the current state of the art and relevant literature. Submitted papers should be clearly marked on the front page by the appropriate category for which they are intended. The Program Commit- tee may, at its discretion, switch papers that are deemed more appropriate for the other category. Additional Background By data exchange is meant several things: the transfer of large amounts of data from one set of software to other software; extracting small amounts of data from one or more data sources for specific use; and the creation of a linked or integrated data system with multiple data sources. Other possibilities exist. Data exchange has two major components: definition of the stream of bits and bytes that actually transmit data items and fields, and the contextual meaning of individual data items and fields. S&T disciplines and applications have begun addressing data exchange issues, but progress has been slow and difficult for a variety of reasons. Scientists are often not accustomed to formal standards. Discipline experts, even though quite literate in computation and database management, lack expertise in information modeling and exchange standards. Metadata are not well defined across diverse scientific areas. As a result, interdisciplinary data exchange has been difficult to promote and rarely implemented. Consider for a moment geographic information. Many applications need such information: to locate physically the source of samples, to describe the range of a phenomenon, or to specify the location of an event. Today many geographic information systems serve diverse communities of users, and several efforts to develop standards for exchanging data among these systems have been proposed. Yet progress to develop interdisciplinary protocols has been slow. Other types of scientific data, such as biological nomenclature, chemical and engineering material identification and temporal data, suffer the same problem. Many uses for these data exist outside the scientific disciplines that generate them, yet accepted methods for exchanging these data remain elusive. In Finding the Forest in the Trees, The Challenge of Combining Diverse Environmental Data, the U.S. National Committee for CODATA clearly documented case studies where data interfacing, defined in that report as the "coordination, combination or integration of data for the purpose of modeling, correlation, pattern analysis, hypotheses testing, and field investigation at various scales," was necessary to achieve full value of research investment. Data interfacing is founded upon the standards and protocols agreed to by different scientific disciplines to exchange data. Particular emphasis must be put on the role of metadata in this data exchange. About CODATA The Committee on Data for Science and Technology (CODATA) is an interdisciplinary committee organized under the International Council of Scientific Unions (ICSU). CODATA is concerned with all types of quantitative data resulting from experimental measurements or observations in the physical, biological, geological, and astronomical sciences. Particular emphasis is given to data management problems common to different scientific disciplines and to data used outside the field in which they were generated. The objective of this initiative was extended in FY 1996 to engineering research, including environment and manufacturing, civil, chemical, electrical, mechanical and biomedical systems. Proposals from Mexican researchers and research institutions are selected and administered by CONACyT's DAIC Directorate (Direccion Adjunta de Investigacion Cientifica) and are subject to the regulations of the Program for the Support of Science (PACIME) in Mexico. Proposals to NSF from researchers at U.S. institutions will be subject to standard NSF review procedures outlined in the Grant Proposal Guide, (GPG), (NSF 95-27) and will be processed by the Directorate for Computer and Information Science and Engineering (CISE), and the Directorate for Engineering (ENG). Objectives The purpose of the initiative is to advance scientific and engineering knowledge through joint research efforts of investigators from the United States of America and Mexico having complementary talents and interests, and capitalizing on the international character of modern scientific research and its support by computer network infrastructures. This initiative complements and enhances prior collaborative efforts between CONACyT and NSF in CISE and ENG. Proposals are accepted in all areas usually covered by CISE and ENG. A complete list of programs is available in the Appendix A of the Grant Proposal Guide (NSF-95-27), and on WWW (http://www.nsf.gov/CISE and http://www.nsf.gov/ENG). Scope and Types of Support Projects supported in this collaborative initiative must include researchers and educators in institutions from both countries in areas relating to either CISE (computer science, information science, and computer engineering, and can involve computer-related infrastructure and learning in areas such as networking and supercomputing), and/or ENG (all areas of engineering). In all cases, corresponding proposals are required from submitters in both countries for binational awards. It is expected that, in general, the Mexican and U.S. projects will have the same duration. =46unding from this initiative is intended to support international collaborative activity; it is not meant to exclusively provide support to US investigators for individual on going research efforts. In general, NSF under this initiative will administer and support U.S. investigators only, while CONACyT will administer and cover costs incurred by the Mexican researchers. Exceptions to this rule may include per diem for travel by visitors within the host country. Projects may range in scope from supplements to an existing award through joint efforts to a new joint-effort proposal up to $100,000 with a duration from one to three years; larger grants may be awarded under special circumstances if appropriate. NSF customarily does not pay indirect cost for grants awarded primarily for the support of travel or equipment. Medical insurance during travel is fundable according to the guidelines of each supporting agency. Research proposals submitted to NSF under this collaborative initiative should avoid requests for equipment. Nonetheless, under special circumstances, the latter may be requested with appropriate justification. CONACyT has its own guidelines with respect to equipment. CISE & ENG estimate around 20 awards per year for both directorates. Cooperative proposals considered under this announcement may include initial requests or supplements for ongoing research involving: Projects for research collaboration by individuals or small research teams in each country, including researchers and graduate students, sharing common research objectives. The Principal Investigator(s)-(PIs)- on each of the two complementary proposals in a collaborative project may be located at a single institution in each of the two countries, or may form a network of computer scientists and engineers at several institutions within each country who interact frequently by electronic or other means among themselves and with their counterparts in the other country. Projects supporting focused research workshops on topics within the scope of the initiative, within the specified guidelines of the two supporting organizations. Projects to support cross national short and long term visits by junior (post-doctoral) and senior research and teaching faculty. These should be differentiated from short term planning visits which are supported by other existing international programs in each sponsoring agency. In order to increase accessibility and the computational connectivity to further research and education in computer science and related scientific disciplines, visitors may include research faculty and personnel associated with computer networking infrastructure and its development in each country. As in other cases, the host institution and the visitors institution will each submit a proposal to the respective supporting agency on behalf of the visitor or host. The host institution may request reasonable expenses for facilities provided to the visitor. Initiative Management NSF and CONACyT will identify respective program officers who will form a Joint Working Group for U.S/Mexico Cooperation to conduct oversight, evaluation and assessment of proposals. The Joint Working Group will meet at least once a year and provide periodic recommendations for improving the cooperation. Individual proposals are reviewed within the corresponding disciplinary research/education area in CISE and ENG. Who May Apply Scientists and engineers from universities and other non-profit research institutions in the United States of America and Mexico conducting research in areas relating to either CISE or ENG may submit proposals for support under this initiative. All research proposals submitted under this initiative must be bilateral, collaborative, and related to a corresponding proposal from the other country. What to Submit Proposals must be addressed with the proper announcement Number (NSF 96-145) directly to the relevant disciplinary program in CISE or ENG. The GPG, Appendix A, provides a list of programs and phone numbers. An information copy must be mailed to the corresponding NSF-CONACyT coordinator within CISE or ENG. Proposals should describe the project in sufficient detail to enable evaluation by experts in the technical areas involved, provide a rationale for the international-team-research mode, and identify clearly the role of the participants from the United States of America and Mexico and their mutually-beneficial contributions to the project. Corresponding collaborative proposals should show strong bilateral interactions; they need not match in size of financial request but are usually expected to be of the same duration. A page should be included after the cover page identifying clearly the other country's counterparts. This page should include: Project Title, PI Name and Institution of U.S.A.
