The goal of these discussions is to plan and begin a better COORDINATED MESSAGE and campaign to get the COMMITTED ATTENTION of industrial, corporate, and government executives and managers. The Year 2000 date problem is a simple flaw in most software systems, but it has extremely expensive ramifications. The essential fix is trivial in concept. However, date fields and encoded date information are so pervasive in our systems and databases that implementing corrections everywhere they are needed by the fixed and unchangeable deadline is a daunting and very costly challenge. Dangerously, true recognition of the problem has been very, very slow. Acceptance of the critical need to begin the serious implementation of solutions has been lacking. The community of people working on solutions has mostly been talking to itself and has not been successful in reaching most of the industry. Earnest effort in the U.S. defense organizations has only just begun. Various groups and organizations around the industry and government have formed Year 2000 committees to address the problem, but there is little coordination between these groups. The problem is of such significant scope that the IT and software industry cannot afford to have the message confused or devalued by so many diverse efforts working at cross-purposes. COORDINATION IS CRITICAL NOW! The Year 2000 Summit Meeting will be held at the 5th Reengineering Forum conference on 27-28 June 1996 at the Adam's Mark hotel in St. Louis, Missouri. Official representatives of Year 2000 committees and working groups are particularly invited to present their plans and activities, contact Karen White of TASC (krwhite@tasc.com) by April 5. Representatives are invited whether or not presenting. Observers are welcome. The discussions will be open to all Forum attendees and the Press. Industry and government committees, standards teams, and other groups are welcome to schedule meetings at the Summit and Forum. Accepted papers that cannot be grouped within a specific topic are published in general issues once or twice a year. All submitted papers are refereed for scientific significance, quality, correctness, originality, relation to previously published literature and relevance to the journal. The reviewing is the responsabitity of the editor-in-chief, the issue's associate editors and at least three other reviewers specialized in the topics of the submitted papers. Each issue has a standard structure to help the reader to grasp the main thrust and conclusions of the papers before committing the time and effort to read the detailed presentation. First, the cover page of each issue contains the title (topic for the specific issues: i.e. "Spatial Databases") and a table of contents with the titles and authors of the papers. Second, the editor-in-chief and the issue's associate editors provide an editorial explaining the specific topic (if any) and introducing the papers which follow. Third, all papers include a one page "Executive Summary"; such a summary is especially important for industrial readers who often are more interested in the results than the details of the procedure used to obtain the results. Finally, at the end of each paper, biographies allow to better situate the author(s) and the environment of the presented research work. Objectives of Workshop: It has long been recognised that Requirements Analysis represents both the most important as well as the most difficult activity within any system development project. Within the academic field of Requirements, however, two distinct schools of thought have developed with quite distinct theoretical positions concerning the nature of reality and the means by which we can make statements about this reality. Broadly speaking we can characterise these two schools as being those of Systems Engineering and Information Systems. Each can also lay claim to being a paradigm in the Kuhnian sense of having its own community, conferences, and academic journals. Although this separation is understandable in historical terms we believe that the time is opportune to try and unite the two groups through a focus on the things they have in common, that is, the shared problems and issues of concern. In a recent paper which sets out a proposed agenda for the field of Requirements Engineering in the next century, Matthias Jarke and Klaus Pohl argued that the traditional approach to system development is under attack from a number of directions: o coping with continuous change o systems embedded in the world o co-operation and scalability o maturity in the software market o technology literacy They then suggest that three important conclusions can be drawn from these observations: o the abandonment of the central role of computer specialists in favour of a broader participation by users and managers; o a change in the nature of requirements practice from a 'one-off' approach to a 'value-added' assembly one; o conceptual support for change management as the central task of requirements practice. This emphasis on the importance of dealing with complexity and continuous change will also be very familiar to those in the Information Systems community who have been using ideas drawn from areas such as General Systems Theory and Cybernetics in order to increase both our understanding of organisational activity and the role that computers can play within such 'human activity systems'. Equally researchers within the Systems Engineering community are looking to fields such as Ethnography, Speech Act Theory and Cognitive Psychology in order to provide a richer explanation of both the content and process of requirements analysis. New paradigms (e.g., OO) and new models within a paradigm (e.g., there are at least a dozen different OO models) are constantly being introduced. Clearly, not all methods are suitable for all situations. A systematic evaluation of modeling methods is needed to understand the strengths and weaknesses of each method and the appropriate contexts and tasks where each is most suitably applied. This understanding and knowledge have important consequences on the use of existing methods and the design of new methods. Three categories of evaluation techniques can be identified: purely theoretical (e.g., Ontological evaluation), purely empirical (e.g., experimental comparison), and a hybrid of the two (i.e., theoretical approach with empirical evidence). Though the need for such studies is well-recognized, there is a paucity of such research in the literature. Evaluation of modeling methods remains a challenge in information systems engineering. There is a clear need for innovative, effective, and efficient techniques for such evaluation. TRANSPORTATION The conference hotel, CAPSIS BEACH, is located in Aghia Pelaghia, 25 km west of the Heraklion International Airport and is built in a picturesque bay in village style. It can be reached from Heraklion by ground transportation. Travel time is approximately twenty five minutes and participants are advised to take a taxi from the airport, at a cost of approximately 5.000 GRD. There are numerous charter flights flying directly to Heraklion from many European airports. There are also several daily domestic flights from Athens to Crete for passengers flying via Athens. The Athens International Airport has two terminals, one for Olympic Airways (West Terminal) and the other for all other companies (East Terminal). The transfer between terminals is made by a shuttle bus or by taxi and requires about 30 minutes. Finally, two ferries depart daily from Piraeus harbour (Athens) to Heraklion.
