In software development projects, we measure for two reasons: to find out how we are doing relative to plan, and to determine whether we have reached our stated goals. We measure by counting those objective attributes of projects - products, processes, and resources - that provide useful information for managers, developers, and customers alike. But we only measure when we clearly understand how to objectively count and how what we count answers the questions we pose about our goals. A software code testing strategy is therefore only a part of an overall measurement program. In this talk, I identify a technique for setting up an effective measurement program. The technique combines the ideas proposed in earlier publications about project management decision frameworks with basic quality assurance strategies. An application of this technique is used to measure whether we, as an industry, are meeting our goals for object technology. Dr. Adele Goldberg serves as Chairman of the Board and a founder of ParcPlace-Digitalk, Inc. Prior to the creation of ParcPlace, Adele received a Ph.D. in Information Science from the University of Chicago and spent 14 years as researcher and laboratory manager of Xerox Palo Alto Research Center. From 1984-1986, Adele served as president of the ACM, the computer professional society. Solely and with others, Adele wrote the definitive books on the Smalltalk-80 system and has authored numerous papers on project management and analysis methodology using object-oriented technology. Dr. Goldberg edited "The History of Personal Workstations", published jointly by the ACM and Addison-Wesley in 1988 as part of the ACM Press Book Series of the History of Computing which she organized, and co-edited "Visual Object-Oriented Programming" with Margaret Burnett and Ted Lewis. In 1995, a new book on software engineering appeared entitled "Succeeding With Objects: Decision Frameworks f! or Project Management" with Kennet h S. Rubin. She was recipient of the ACM Systems Software Award in 1987 along with Dan Ignalls and Alan Kay, PC Magazine's 1990 Lifetime Achievement Award for her significant contributions to the personal computer industry, is a Fellow of the ACM, and was honored in 1995 with the Reed College Howard Vollum Award for contributions to science and technology. Europe has progressively dropped out of a number of hardware markets (microprocessors, workstations, PC, scientific computers, etc.). It has never been very active (despite a number of bright exceptions) on the software product market (languages, databases, operating systems, tools, etc.). The quality and the success of this conference is a good demonstration of both the quality of European research and of the interest European users have in object technology. In the long run, how-ever, the presence of this active community can only be justified by its participation in a global industrial effort to deliver object technology to users. Object technology, as an emerging market represent a tremendous opportunity and it is worth wondering whether Europe will seize it. I will try to identify some of the reasons for the current state of the European software industry, study some of the success stories in this area and try to draw some conclusions on what could be done to change the current situation. Born in 1948, Frangois Bancilhon got his PhD from the University of Michigan in 1976, and the University of Paris XI in 1980. He was a researcher at INRIA from 1976 to 1980, doing theoretical work on relational databases. He was a professor at the University of Paris XI from 1981 to 1984 where he worked on database machines. He was a team leader & chief architect at MCC, Austin, Texas, from 1984 to 1986 developping a deductive database system. He managed the Altair R&D consortium in France from 1986 to 1991. This group designed and developed O2, an object database management system. In 1991, he founded O2-Technology, (Versailles and Palo Alto). GENERAL INFORMATION & REGISTRATION ======================================================================= GENERAL INFORMATION ------------------- Conference Location ------------------- ECOOP `96, the 10th European Conference on Object-Oriented Programming, will be held on the campus of the Johannes Kepler University of Linz, Austria. There are around 18.000 students enrolled, with over 2.200 in computer science and computer science applied to economics. The computer science related departments have 16 chairs with a broad spectrum of CS fields. Linz is located on the Danube, in the heart of Austria right between Vienna and Salzburg. Linz is surrounded by the gentle hills of the Bohemian landscape to the north, and by the starting Alps to the west where the picturesque Salzkammergut with its lakes and hills is situated. Linz has around 200.000 residents, and it is famous not only but also for its Linzer Torte (delicious cake), Mozart's Linz Symphony, for the astronomer Johannes Kepler, and for the composer Anton Bruckner. Linz is well-known around the world because of the Ars Electronica, a Festival of Music taking place at the Danube every year. Reviewing for ISACC '96 will be blind to the identities of the authors. This requires that authors avoid citations of their names, previous works or institutions that make their identity obvious. SUBMISSION OF PAPERS Authors must first submit the paper's title page to the program chair via e-mail or post, including the title, name, address, phone number, fax number, e-mail and affiliations of all authors (specify the contact person), an abstract no longer than 200 words, the type of submission (review, research paper, case study, etc.) and the areas which it belongs to. Authors must then submit five (5) complete printed copies of their papers, written in English, to the ISACC '96 program chair including the same title, abstract, and areas but not the names or affiliations of the authors. Each copy must have a title page separate from the body of the paper; please do not staple the title page to the body of the paper. Submissions must be printed on 8x11 in. paper using size 10 seriff font. The body of submitted papers must be in a maximum of 10 double colum pages, including title, abstract, figures, tables and diagrams but excluding the cover title page. Double-sided printing in strongly encouraged. Postscript files will be accepted via electronic mail. The postscript file must follow the Adobe Document Structuing Conventions. BEST PAPER AWARD The main purpose of ISACC is to bridge the gap between academic research and real world application so an award of $1,000 USD will be given for the best paper addressing this symposium goal , in the judgement of a committee. Its main purpose was to provide a local forum for Asian researchers in Computer Science. Its scope was a broad coverage of CS, though there was a focus on the more conceptual areas of algorithms, concurrency and knowledge. Projects supported through this program should involve a significant research component in the information, computer, communications and computation science and engineering aspects of learning technologies. The Directorates for Computer and Information Sciences and Engineering (CISE), for Education and Human Resources (EHR), for Engineering (ENG), and for Mathematical and Physical Sciences (MPS) sponsor and manage the new joint program. The program responds to the national need to improve quality, accessibility and efficiency of learning and education--particularly, science, mathematics, engineering and technology (SMET)--at all levels. The program aims at taking full advantage of new and evolving information technologies and at contributing to research on those technologies and their educational applications. The program arises from a multi-directorate study of learning and intelligent systems as expressed in several workshops that explored research issues and potential synergisms in cross disciplinary studies of learning and intelligent systems. One such multidisciplinary workshop proposed the following agenda (NSF Educational Technology Workshop Report, available from the Computing Research Association and at http://www.cc.gatech.edu/gvu/edtech/nsfws/): To conduct, in a collaborative fashion, interdisciplinary research and systems development that can lead to significant breakthroughs in our understanding of learning and cognitive functioning- from empirical research to theory development to classroom practices-as well as in the application of advanced technologies and new understanding of cognition and the learning process to intelligent systems to use in all facets of education, including informal and self-directed learning. Information technology will have a major impact on the structure of all forms of education in the 21st century. The purpose of this solicitation is to promote research on the tools that will be available to enhance students learning and creativity in the next century, and to explore and develop ideas which could have a major impact on how education is structured. SCOPE OF THE PROGRAM In response to this agenda, the CRLT Program will: - Fund research projects that establish collaborations involving researchers from more than one discipline. - Fund a number of smaller exploratory research grants that foster interdisciplinary collaborations and explore possible new areas of research opportunity. - Establish one or more real or virtual Centers for Collaborative Research on Learning Technologies. The purpose of the Centers should be to undertake larger collaborative projects, to act as a technology transfer mechanism by training new researchers and by supporting prototype or model projects, and to act as an evaluation center for learning technology research. Projects supported by the CRLT program are expected to depend on the relevant expertise of several researchers in different disciplines. Examples of the focus of research projects include, but are not limited to: - Computational Tools in Learning--visualization, simulations, and other computationally intensive methodologies. - Collaborative Learning Across Physical and Virtual Communities. - Facilitation of the Networked and Technology-rich Classroom. - Tools for Building Educational Technologies and Technology-enabled Applications. - Understanding Learner-System Interactions. - Collaborative Human-Machine Learning. - Application of Digital Libraries to Learning. - Technology Design for Effective Learning--individual learning styles; adapting to the evolving needs and expertise of individual learners. - Supporting Teachers and Educational Systems in Adapting Technology-based Pedagogies. - The Integration of Education and Workplace Technologies. - Theoretical and Experimental Contributions to More Effective Intelligent Tutors. - Knowledge-on-demand pedagogies. Assuming availability of funds, CRLT research awards will extend for up to 3 years and are expected to range from $300,000 to $600,000 over a three year period. At the current level of funding for this program, we expect 10 proposals to be selected for support this year. The CRLT program also will consider planning and exploratory research grants for up to 1 year and up to $50,000. In anticipation of future funding, the CRLT program in FY 1996 will support planning grants of up to $50,000 for the conceptualization of CRLT Flagship Centers and their integration into appropriate academic environments. ELIGIBILITY AND COST-SHARING REQUIREMENTS Proposals will be accepted from individual institutions or groups of institutions within the United States. Proposals that involve collaborations among institutions are encouraged. These collaborations could include two- and four-year degree- granting academic institutions, school districts, professional societies, state agencies, public libraries, museums, and others concerned with educational reform. Industry participation is encouraged, with cost-sharing consistent with their role in the project encouraged but not required. ALLOWABLE PROJECT COSTS Proposals should provide a description of the equipment, software, and other facilities and materials currently available to support the research. Purchase of equipment designed specifically to conduct, evaluate, and disseminate the research is allowed, but proposals whose main objective is the purchase of equipment will not be funded. A description of the equipment, software, and other items requested for each year with itemized and total cost and a rationale for its selection, is required. EVALUATION AND REVIEW CRITERIA General criteria for the evaluation of research proposals are given in Section III of Grant Proposal Guide (NSF 95-27). Specific criteria to be used to evaluate the research proposals will include the following items: - Quality of proposed project s contributions to basic research in education, to basic research in information technology, and specifically to their creative integration. - Plan for integrated project management and operation. The duties and responsibilities of the principal investigator(s) and all other associated personnel should reflect the interdisciplinary aspects of the proposed research. - Leverages of other research, development, education and implementation efforts. - Plans for evaluating, testing and disseminating project and research results, including appropriate plans for evaluating the impact of advanced technologies on education and learning, and for disseminating research results to the education community. - Potential impact of the project and its results on the infrastructure of science, mathematics and engineering education, and on the participation by underrepresented groups/1 in the scientific, engineering and technological enterprise, including the participation of underrepresented groups in the proposed activities. --------- 1/American Indian or Alaskan Native, African-American, Hispanic, or Pacific Islander All research proposals are required to comply with NSF rules for cost-sharing. Cost-sharing can take the form of equipment, personnel, release time for teachers, communication costs, as well as funds. - For Center planning proposals, knowledge gained from existing NSF centers should be incorporated into the proposal. Plans that leverage existing Centers, Coalitions, and Institutes will be considered and will be subject to the same criteria, plus consideration of how well their plans for learning technology are integrated and reinforce existing Center activities. PRELIMINARY AND FULL PROPOSAL DEADLINES - All CRLT proposals require a preliminary proposal review. All preliminary proposals are due June 1, 1996, including preliminary proposals for planning grants. Preliminary proposals will be reviewed internally by the Program s working group. Proposers will be informed within two weeks, in writing, of the reasons why projects are appropriate or not appropriate for CRLT, and if they are appropriate, how competitive they would be on the basis of other submissions to the program. Preliminary proposals are requested in order to submit a full proposal. All who submit preliminary proposals are eligible to submit full proposals. Preliminary proposals should be no more than eight pages in length and should contain sufficient information for a review of the merits of the proposed work. One page (at most) of the total eight should be devoted to an estimate of the budget categories, and another two (at most) to the qualifications of the proposed collaborators. Some educational programs complementary to the CRLT Program described below: - The CISE Educational Supplements (NSF 90-154) program offers supplements to CISE-supported research grants to establish closer links between CISE-supported research and undergraduate education, and to assist in accelerating the transfer of research results into the classroom. The supplements are expected to range from $4,000 to $20,000 and should coincide in duration with the underlying research award. Awards are made to conduct seminars, short courses, workshops, or similar activities for groups of faculty members from outside the grantee institution. Projects supported are expected to act as a national model of excellence by being a prototype of educational experiences for use by a broader segment of the CISE community. Proposals may address a variety of educational activities, including but not limited to the development of courses, instructional technologies, software, and other educational materials. - The Applications of Advanced Technology (AAT) (NSF 93- 143) program supports research and the development necessary to carry out research on new, innovative applications technologies in mathematics, science and engineering education. AAT seeks proposals that focus on new, high-risk, high-gain applications of technologies to increase knowledge of the learning and teaching of science, mathematics, and engineering at all levels of education--including recurrent school-to- work transition points and self-directed lifelong learning. - The Research in Teaching and Learning (NSF 93-143) program supports basic and applied research designed to expand the knowledge base that will advance the reform of science, mathematics, engineering and technology education. The program encourages proposals on a wide assortment of questions and the use of a variety of research methods and strategies. - The Study and Indicators (NSF 93-143) program supports research on significant factors, trends and practices that assist the Foundation and other agencies or organizations in developing initiatives to strengthen science, mathematics, engineering, and technology education. Proposals funded under the program are intended to provide information of national relevance in areas of interest for policy deliberations. Proposals are invited for the identification of key issues; new data collection; and synthesis, analysis, or reanalysis of existing information. - The Engineering Education Coalitions (NSF 92-34) program is managed by the Division of Engineering Education Centers, in the Directorate for Engineering. The program supports bold, innovative, comprehensive, and systemic new models for undergraduate engineering education--at all levels and for all disciplines. The program seeks to support a number of coalitions of U.S. institutions in a multi-year effort to produce new structures and fresh approaches to all aspects of U.S. undergraduate engineering education; create significant intellectual exchange and linkages among U.S. institutions involved in producing baccalaureate engineering graduates; and increase the quality of U.S. undergraduate engineering education as well as the number of engineering baccalaureate degrees awarded, especially to women, underrepresented minorities, and people with disabilities. - The Engineering Research Centers (ERC) (NSF 94-150) have been established to work in close collaboration with industry to improve industrial input into research and education programs and to speed the transfer of knowledge into engineering systems important for industry. The ERCs have major educational programs designed to improve the contribution of engineers to competitiveness, emphasizing experience with research organized to promote cross-disciplinary teamwork and experimentation with engineering testbeds. ERCs are located at academic institutions where they are expected to promote strong links between research, education, and industry.
