Singh Cooperative Information Systems (CIS) is an emerging research area that addresses the problems in constructing complex systems, which are made more urgent by the rapid expansion of the infrastructure for local and wide-area computing. CIS represents a collection of powerful paradigms for constructing open systems, and includes its own special theories, architectures, languages, and techniques for achieving coordinated behavior among a decentralized group of computations or agents. CIS has found application in telecommunications, manufacturing automation, and information retrieval. In view of the increasing importance of CIS applications, formal methods for their design and analysis are becoming ever more important. Formal methods can simplify the tasks of creating and understanding complex systems, with concomitant improvements in quality and correctness. Formal methods have been proved useful in a number of computing subdisciplines. Indeed, methods and tools of relevance to CIS have been studied and developed in topics such as heterogeneous & legacy databases, federated systems, ontologies, view management, knowledge management, mediators, brokering & directory services, relaxed transactions and workflows, concurrent O-O & actor programming, high-level communication, mobile computing, concurrent engineering, business process management, information retrieval, filtering, & browsing, resource discovery, negotiation, and intelligent agents in general. Unfortunately, this research tends to be scattered across forums of different computing subareas, such as databases, programming languages, and artificial intelligence. This has led to a lack of synergy among the various approaches. The International Journal of Cooperative Information Systems is a premier journal for the publication of research results in CIS and related areas. This special issue will focus attention on formal methods in CIS broadly construed, and their applications. It will contain high-quality articles and will serve as a cohesive reference for researchers and students in the years ahead. Research papers are sought for this special issue. Como is a city located near Milan. It overlooks the lake of Como, one of the most beautiful lakes in Northern Italy. The city has many historical remains, from the Middle Age up to the Renaissance and Baroque times. The city downtown has many interesting spots as well as shops, restaurants, and bars. The conference center is located in Villa Olmo, an imposing neoclassic building of the 18th century, now in trust of the Como Town Council. The well-renowned architect Simone Cantoni (1736-1818) designed Villa Olmo, which is the height of neoclassic architecture in Lombardy, the region where Milan and Como are located. A picturesque promenade leads from Villa Olmo to downtown Como in about ten minutes walking along the ancient and elegant villas of the Borgovico District. Villa Olmo is today routinely used as a conference center and it offers full facilities for conferences and similar events. This is a very important development for the VLDB journal since it is likely that the journal will have much more visibility than in the past. Springer-Verlag is a major publisher which has an extensive network of marketing offices all over the world, and is a leader in the area of electronic publishing. The agreement between Springer-Verlag and the VLDB Endowmnet guarantees a smooth transition from the current publisher with the same subscription rate for individual subscribers. The Endowment will keep its full control over the selection of Editors-in-Chief and of the Editorial Board. The fact that Springer-Verlag had agreed to this condition is testimony to the high quality and reputation that the journal has achieved. The new emphasis of the journal on database system papers should make the journal more attractive to industry, both in the submission of papers and in subscriptions to the journal. The selection of Springer-Verlag as the future publisher of the VLDB journal was determined to a large extent because of their leadership and experience with electronic publishing. One of the benefits to authors will be the availability of the electronic version of the paper to subscribers (over the internet) as soon as the paper is accepted, even though the hardcopy version will be scheduled for a later date. In addition, the Table-of-Content will be made available electronically on the internet. The editorial board is undergoing changes too. A year and a half ago the board was restructured to have four Editors-in-Chief in order to insure the high quality and speed of the refereeing process. In addition, the Editors-in-Chief are in the process of recruiting editors who have expertise in the systems area. We hope that this development will increase the interest of authors and readers alike in the VLDB journal. We encourage submission of papers, especially in the systems area, to one of the Editors-in-Chief below.
